Cathal Crowe: Speed restrictors have been around for at least two decades because when I attended college I had a little moped or scooter that had a speed restrictor. The RSA does not seem to have done anything about it. The RSA has recommended the creation of a new test centre in Clare. Where will it be? When does the RSA expect to open it?
