- Seanad: Social Welfare and Pensions Bill 2012: Second Stage (27 Apr 2012)
Terry Leyden: The Minister must be proud she proposes to lower the age limit for the youngest child to seven to qualify for the lone parent's allowance.
- Seanad: Social Welfare and Pensions Bill 2012: Second Stage (27 Apr 2012)
Terry Leyden: I agree with her statement on 18 April that "seven is too young for anyone to seriously contemplate any of these things without there being a system of safe, affordable and accessible child care in place". She must be proud of her inheritance from Frank Cluskey. I knew him well having served in the Dáil with him. He was an extremely good Minister and parliamentarian. With regard to the...
- Seanad: Social Welfare and Pensions Bill 2012: Second Stage (27 Apr 2012)
Terry Leyden: I welcome the Minister's response.
- Seanad: Social Welfare and Pensions Bill 2012: Second Stage (27 Apr 2012)
Terry Leyden: I sought clarification on the number affected but I am not sure whether it will have a greater effect than that. That is the Minister's calculation at this stage. The Minister stated that the Department has begun a phased introduction of a social public service card with key security features, including photographs and signatures. I do not see why she could not provide for that in this...
- Seanad: Social Welfare and Pensions Bill 2012: Second Stage (27 Apr 2012)
Terry Leyden: Is the Senator another Minister for social protection?
- Seanad: Social Welfare and Pensions Bill 2012: Second Stage (27 Apr 2012)
Terry Leyden: The Senator is a Minister, is she?
- Seanad: Social Welfare and Pensions Bill 2012: Second Stage (27 Apr 2012)
Terry Leyden: I would prefer to listen to the Minister, Deputy Burton. I welcome input from the Minister but not from people who are not Ministers in this regard.
- Seanad: Social Welfare and Pensions Bill 2012: Second Stage (27 Apr 2012)
Terry Leyden: There is a very obvious approach in this regard and I do not believe there is any objection from anyone in receipt of social welfare. The small smart card has been introduced for medical card holders and again that should have a photograph, but that is a detail. The technology exists and it is not rocket science to introduce those changes as quickly as possible. Regarding social welfare...
- Seanad: Order of Business (1 May 2012)
Terry Leyden: I wish to add to the point made by Senator Darragh O'Brien about the fiscal treaty. Separate from the European day on 10 May, will the Leader arrange a debate in the House on the report of the Sub-committee on the Referendum on the Intergovernmental Treaty on Stability, Coordination and Governance in the Economic and Monetary Union? The sub-committee was chaired by Deputy Dominic Hannigan,...
- Seanad: Order of Business (1 May 2012)
Terry Leyden: It is not rocket science. I cannot understand why anybody would advocate a "No" vote. It is obvious. People talk about getting money from the IMF; they even hope to get money from the Chinese. There is nothing but stability as a result of voting "Yes" to the treaty. It guarantees a source of funding for the future. It provides stability, which is what we want. I hope this debate will...
- Seanad: Order of Business (1 May 2012)
Terry Leyden: He has not come on board. He has led the campaign.
- Seanad: Order of Business (1 May 2012)
Terry Leyden: For clarification, the report which the joint committee will be publishing is separate to anything that we discussed previously.
- Seanad: Order of Business (1 May 2012)
Terry Leyden: We need to get this through or we will be in trouble.
- Seanad: Order of Business (1 May 2012)
Terry Leyden: There should be.
- Seanad: Order of Business (9 May 2012)
Terry Leyden: I second Senator O'Brien's amendment to the Order of Business. Will the Deputy Leader of the House arrange an early debate on a study carried out by the Royal College of Surgeons in Ireland on the use of cannabis, which showed it can physically change the brain and increase the risk of schizophrenia in adolescence of those who are genetically vulnerable? The study's lead author, Dr. Ãine...
- Seanad: Order of Business (10 May 2012)
Terry Leyden: When you are gone, you are gone but you can be back.
- Seanad: Order of Business (10 May 2012)
Terry Leyden: I ask the Deputy Leader of the House to invite the Tánaiste and Minister for Foreign Affairs and Trade to the House as soon as possible to discuss the internment without trial of 4,700 political prisoners in Palestine by the Israeli Government. It is called administrative detention. There are currently 1,600 political prisoners on hunger strike and two of them have gone over 70 days. This...
- Seanad: EU Presidency: Statements, Questions and Answers (10 May 2012)
Terry Leyden: Go raibh maith agat. I welcome the Minister of State at the Department of Foreign Affairs and Trade, Deputy Creighton, who is responsible for European affairs. Having been a Minister of State responsible for trade and marketing during the 1990 Presidency I realise how important and significant the Presidency is for this country and it is a single honour for us to host it. We have been most...
- Seanad: EU Presidency: Statements, Questions and Answers (10 May 2012)
Terry Leyden: It will be during the year of our Presidency.
- Seanad: EU Presidency: Statements, Questions and Answers (10 May 2012)
Terry Leyden: We will work with them because, as far as I can recall, members of the Croatian Government will attend meetings. During the Minister of State's period as a member of the Oireachtas Joint Committee on European Affairs she effectively and successfully chaired a sub-committee on the Lisbon treaty. On that occasion she spoke about the role of the Oireachtas and did a very good job of it. Like...
