Joint Oireachtas Committee on Transport, Tourism and Sport: The Viability of and Opportunities for the Post Office Network: An Post (9 Jun 2021)

Gerry Horkan: I thank Mr. McRedmond and Ms Byrne for the presentations. I am relatively new to the committee so I thank An Post. I came through a Seanad by-election conducted through registered post and I spent much time on the An Post website tracking and tracing envelopes to ensure they got to Leinster House in time for the deadline. It was a very efficient process and the result worked out okay. I...

Joint Oireachtas Committee on Transport, Tourism and Sport: The Viability of and Opportunities for the Post Office Network: An Post (9 Jun 2021)

Gerry Horkan: I take it those 45 big ones are mainly in large urban areas.

Joint Oireachtas Committee on Transport, Tourism and Sport: The Viability of and Opportunities for the Post Office Network: An Post (9 Jun 2021)

Gerry Horkan: Grand. I am looking at the presentation sent to us in advance and the figures therein. There is a good gloss on them, which is great. I was in the Seanad in 2016 - perhaps in the Chair - when a different Deputy Naughten was the Minister responsible for An Post delivering news of a price increase from 70 cent to a euro, which was an enormous increase per letter at the time. It was...

Joint Oireachtas Committee on Transport, Tourism and Sport: The Viability of and Opportunities for the Post Office Network: An Post (9 Jun 2021)

Gerry Horkan: It is positive to hear. I was not so aware of some of it, such as the children's account and maybe the amount of current account business. It is good we have these kind of meetings. We can also let people know about them. The brand is incredibly positive. People are so happy to put money into the post office knowing that it is the safest place in Ireland as far as they are concerned....

Joint Oireachtas Committee on Transport, Tourism and Sport: The Viability of and Opportunities for the Post Office Network: An Post (9 Jun 2021)

Gerry Horkan: I will conclude now. There is a market there for An Post. There is a potentially large number of people who say that they would love to be able to give it to An Post and know that it has the guarantee of being dropped to every house in their constituency, electoral area or part thereof. There is business there for An Post if it was willing to look for it.

Joint Oireachtas Committee on Transport, Tourism and Sport: The Viability of and Opportunities for the Post Office Network: An Post (9 Jun 2021)

Gerry Horkan: To conclude, I am not necessarily looking for them to have, and there may not be the possibility of having, the address. If An Post knew the size and shape of Stillorgan, it could deliver without an address to every house in that area as the postman is doing his deliveries anyway. That would give many people comfort and they would be willing to pay. They would be happy to pay for a good...

Seanad: Aviation Sector: Statements (21 Jun 2021)

Gerry Horkan: I thank the Minister of State. This is the first time that I, as a returning Senator, have been in the Chamber with her. I congratulate her on her appointment. Some of the first points that I made on my return were about Shannon Airport, which might surprise people. The mid-west region is well represented in the Seanad by Senators Dooley, Marie Byrne, Conway and Gavan. The Joint...

Seanad: An tOrd Gnó - Order of Business (22 Jun 2021)

Gerry Horkan: I want to bring to the attention of the Leader an issue that is the direct opposite, although not intentionally, of what Senator Ruane has been saying. I have been speaking with the chair of the Licensed Vintners Association and I have been in contact with the chief executive of the Restaurant's Association of Ireland. Along with many other people who operate businesses in Dublin city, they...

Joint Oireachtas Committee on Transport, Tourism and Sport: Rapid Antigen Testing for Aviation and Travel Sectors: Discussion (9 Jun 2021)

Gerry Horkan: I thank everybody. I am relatively new to the committee so I did not have the benefit of meeting Professor Mark Ferguson and others who have spoken to the committee at an earlier stage. I thank Mr. O'Grady in particular for explaining the three-phase testing process and so on. One of my questions relating to that is what is there to compel people to do a third test? One obviously needs to...

Joint Oireachtas Committee on Transport, Tourism and Sport: Rapid Antigen Testing for Aviation and Travel Sectors: Discussion (9 Jun 2021)

Gerry Horkan: On the argument as to the reliability of self-testing, is there a way to ensure an irresponsible person will not go to an event using someone else's test result? Is there a way to check? Will tests be numbered 1, 2 and 3 or have a code that will identify the individual tested? I am trying to work this out. Self-testing is much easier administratively than other forms of testing in that...

Joint Oireachtas Committee on Transport, Tourism and Sport: Rapid Antigen Testing for Aviation and Travel Sectors: Discussion (9 Jun 2021)

Gerry Horkan: May I continue my questioning once Dr. Mina is finished? I am more than happy for him to give his presentation. Afterwards, I can continue with my slot.

Joint Oireachtas Committee on Transport, Tourism and Sport: Rapid Antigen Testing for Aviation and Travel Sectors: Discussion (9 Jun 2021)

Gerry Horkan: I am more than happy to let Dr. Mina in now but I just want to be able to ask a few more questions afterwards.

Joint Oireachtas Committee on Transport, Tourism and Sport: Rapid Antigen Testing for Aviation and Travel Sectors: Discussion (9 Jun 2021)

Gerry Horkan: Deputy Cathal Crowe has had to leave and has asked me to give his apologies. I can use some of his slot if the Chairman wants.

Joint Oireachtas Committee on Transport, Tourism and Sport: Rapid Antigen Testing for Aviation and Travel Sectors: Discussion (9 Jun 2021)

Gerry Horkan: If Dr. Mina contributes now, it would be helpful.

Joint Oireachtas Committee on Transport, Tourism and Sport: Rapid Antigen Testing for Aviation and Travel Sectors: Discussion (9 Jun 2021)

Gerry Horkan: Yes. That is fine.

Joint Oireachtas Committee on Transport, Tourism and Sport: Rapid Antigen Testing for Aviation and Travel Sectors: Discussion (9 Jun 2021)

Gerry Horkan: I thank the Chairman for letting me back in. This has been a really useful meeting so far in getting the difference between PCR and antigen testing properly explained. As we talked about during the early stages of the pandemic, the perfect is the enemy of the good and speed is very important in the diagnosis of people who are infectious. Certainly, I have a much better impression of what...

Joint Oireachtas Committee on Transport, Tourism and Sport: Rapid Antigen Testing for Aviation and Travel Sectors: Discussion (9 Jun 2021)

Gerry Horkan: I thank Mr. Osman.

Seanad: Climate Action and Low Carbon Development (Amendment) Bill 2021: Second Stage (Resumed) (25 Jun 2021)

Gerry Horkan: I thank Senator Conway. I welcome the Minister for the Environment, Climate and Communications, Deputy Eamon Ryan, to the House. This is my first time back in the Chair and it is very fitting, but purely by coincidence, that the first person I welcome to speak is my fellow re-elected Senator, Senator Maria Byrne.

Seanad: Climate Action and Low Carbon Development (Amendment) Bill 2021: Second Stage (Resumed) (25 Jun 2021)

Gerry Horkan: I welcome the Minister. I was local councillor when he was a Deputy for Dublin South and we know each other well. It is not today or yesterday that he was talking about climate change or getting involved with things. He does not just talk to talk but he walks the walk. When I attended UCD in the early 1990s, he ran the bike shop at a time when bikes were not as fashionable as they are...
