Martin Ferris: If that is not done, essentially there will be no monitoring or policing as such. We do not know what these boats are taking on board or the damage they are doing to fish stocks in general. We also do not know what environmental damage they are doing. Factory ships should be obliged to have a member of the SFPA on board at all times.
