- Seanad: Order of Business. (3 Mar 2004)
Paul Coghlan: On that issue, I generally agree with the comments of Senators Brian Hayes, Ryan and O'Toole. I accept, as we all do, that the members of the commission are eminent and uncompromised. However, in a democracy the voting system belongs to all. Surely, in this instance, it is only proper to proceed on an all-party basis.
- Seanad: Order of Business. (3 Mar 2004)
Paul Coghlan: It is not to take from those appointed to the commission, who are accepted by all as being of the highest integrity, to acknowledge that this is a highly charged situation. The only way to steer ourselves out of it is through the application of political will on a cross-party basis.
- Seanad: Order of Business. (3 Mar 2004)
Paul Coghlan: I accept that. However, this matter is pertinent and I look forward to hearing the views of the Leader.

- Seanad: Order of Business. (4 Mar 2004)
Paul Coghlan: It is wonderful.
- Seanad: Order of Business. (4 Mar 2004)
Paul Coghlan: I am glad there will not be a blanket ban on one-off housing. I agree with other Senators who said that we must do more to enable people to be accommodated in their own localities or areas with which they may have a strong affinity. I welcome the fact that we will have a debate on the relevant guidelines. The Minister must encourage greater use of stone-facing in construction. Stone-faced...
- Seanad: Order of Business. (4 Mar 2004)
Paul Coghlan: We will have to join the Green Party.
- Seanad: Garda Síochána Bill 2004: Second Stage (Resumed). (4 Mar 2004)
Paul Coghlan: I will not be as ordered as Senator Mansergh who went through the Bill sequentially. I agree with his latter point about town councils and I am sure we will hear more on that issue. I welcome the Minister. I agree with the Bill's two main objectives, namely, reforming the law relating to the administration and management of the Garda SÃochána and providing for the establishment of an...
- Seanad: Order of Business. (9 Mar 2004)
Paul Coghlan: There is a view that without accompanying strengthening legislation the much lauded ministerial guidelines on one-off housing will be rendered useless. In light of that, I invite the Leader to make a statement which will provide clarity rather than confusion.
- Seanad: Order of Business. (9 Mar 2004)
Paul Coghlan: Senators Tuffy and Bannon raised the matter of the Hanly report. Can we have an update on its status? At a conference in Dublin over the weekend it was mentioned that local hospitals will retain 24-hour cover and that regional hospitals will receive more specialised services. If true, this is welcome. Is the Taoiseach's statement, which we would favour, or the proposals of the Hanly report...
- Seanad: Order of Business. (9 Mar 2004)
Paul Coghlan: What about the south west?
- Seanad: Order of Business. (10 Mar 2004)
Paul Coghlan: The Leader will be aware of the continuing speculation regarding the fall in the cash reserves of Aer Rianta threatening the Minister's plans for its break-up. Is it true that Aer Rianta's international subsidiary posted losses for a second year running? Is the fall such that it is interfering with the plans of the Government? Perhaps the Leader might persuade the Minister to come to this...
- Seanad: Order of Business. (10 Mar 2004)
Paul Coghlan: I always respect the Chair. Will the Leader ask the Minister to come to the House and give us an update on what is proposed for the hotel group in that regard? I support what Senator Maurice Hayes said with regard to the letter from Dingle. That lady made eminent sense.
- Seanad: Order of Business. (10 Mar 2004)
Paul Coghlan: I hope everybody will support it and there will be unanimity across the floor.
- Seanad: Order of Business. (11 Mar 2004)
Paul Coghlan: I am sure the Leader is aware that there is still a great deal of confusion regarding the situation in our hospitals. Will she invite the Minister for Health and Children to come before the House to clarify the situation regarding local hospitals? We were informed last weekend that 24-hour cover will be provided but I have not met anyone â consultants, GPs, etc. â who believes that. As...
- Seanad: Civil Liability and Courts Bill 2004: Second Stage. (11 Mar 2004)
Paul Coghlan: We will not impose that on him a second time.
- Seanad: Civil Liability and Courts Bill 2004: Second Stage. (11 Mar 2004)
Paul Coghlan: I welcome the Minister and the measures in the Bill designed to tackle fraudulent claims. The Bill is one of a series of measures the Government has introduced in order to tackle the problem of increased insurance costs, with which we are all so concerned. In response to business and consumer concerns about the high cost of insurance, a number of initiatives designed to tackle the high cost...
- Seanad: Order of Business. (23 Mar 2004)
Paul Coghlan: I support Senator O'Toole's call regarding the Minister for Transport. He opened lovely new platforms at Heuston Station to much fanfare yesterday. This morning the Kerry train was in sight of those fine platforms when it came to a sudden stop. Senator Finucane and a number of Members of the Lower House can attest to this. An announcement was then made that the train was awaiting platform...
- Seanad: Order of Business. (23 Mar 2004)
Paul Coghlan: There is a technical problem. The entire set-up is wonderful. I am not saying anything against it but there are problems, which I hope are only teething problems. We have been in sight of the platform on several occasions when we have had to wait for ten to 15 minutes. We need to hear from the Minister for Transport on the proposed programme for rolling stock because the travelling public in...
