Public Accounts Committee: Business of Committee (18 Nov 2020)

Paul McAuliffe: I will tread the same line as Deputy MacSharry and try to avoid straying into policy. We now have a letter from Caranua. I refer specifically to section 3(d). This letter to the Oireachtas highlights that the provision of ongoing services for survivors of institutional abuse is a matter for Government. It then outlines a number of steps. If, after the winding-up of the fund, there are...

Public Accounts Committee: Business of Committee (18 Nov 2020)

Paul McAuliffe: This is an issue across a number of Departments and perhaps we should copy in the Department of the Taoiseach as well. I am very conscious that there is a clear ask in section 3(d) and we should not allow it fall here at our desk.

Public Accounts Committee: Business of Committee (18 Nov 2020)

Paul McAuliffe: I agree with Deputy Carthy. We have correspondence before us which reports on a statement made by somebody who is not party to the correspondence. That is probably not a satisfactory place for the committee to be. It is appropriate, now that it is before us and is being discussed, that we should try to see the facts on it. I agree with Deputy Carthy.

Special Committee on Covid-19 Response Final Report: Motion (19 Nov 2020)

Vote 9 – Office of the Revenue Commissioners
Central Fund Related Accounts - Revenue Account 2019
(19 Nov 2020)

Paul McAuliffe: I thank Mr. Cody for attending. Like other Deputies, I acknowledge the considerable work that was done during the period in question. I hope we will be as forgiving in one or two years' time when Mr. Cody is before the committee again to discuss this year's accounts and reconciliations. It was a unique period. By the same token, we should ensure that good practices are maintained. I...

Central Fund Related Accounts - Revenue Account 2019

Public Accounts Committee: 2019 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 9 – Office of the Revenue Commissioners

(19 Nov 2020)

Paul McAuliffe: A liability in the region of €1 billion could have to be collected.

Public Accounts Committee: 2019 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 9 – Office of the Revenue Commissioners
Central Fund Related Accounts - Revenue Account 2019
(19 Nov 2020)

Paul McAuliffe: Some €250 million each year for four years is a significant amount of money for all concerned - the Government and the people involved - in managing their finances. How we communicate this liability to people in January will be important. The standard form where someone has to look at paragraph 4 will not be good enough. Clear communication will be needed.

Public Accounts Committee: 2019 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 9 – Office of the Revenue Commissioners
Central Fund Related Accounts - Revenue Account 2019
(19 Nov 2020)

Paul McAuliffe: We should not cause people fear in January by presenting them with a figure but the period of payment is unclear. Obviously, Revenue has communicated the liability to the Department, given its impact on the collection of taxes.

Vote 9 – Office of the Revenue Commissioners
Central Fund Related Accounts - Revenue Account 2019
(19 Nov 2020)

Paul McAuliffe: The second group I mentioned comprises businesses. Many businesses have been saved by the TWSS and the EWSS. Without doubt, they would have closed without those Government interventions.
