- Seanad: Budget 2010: Motion (16 Dec 2009)
Marc MacSharry: Did it not serve you both well?
- Seanad: Budget 2010: Motion (16 Dec 2009)
Marc MacSharry: I move amendment No. 1: To delete all words after "That" and substitute the following:â Seanad Ãireann: noting that: in its response to the worst economic crisis since the foundation of the State, the Government has over the last 18 months identified the right priorities and taken the right actions to stabilise the public finances and restore our competitiveness so that we can benefit...
- Seanad: Budget 2010: Motion (16 Dec 2009)
Marc MacSharry: Hear, hear.
- Seanad: Appropriation Bill 2009: Second Stage (17 Dec 2009)
Marc MacSharry: I have no intention of holding up the House on the Appropriation Bill. I note that it was taken without debate in Dáil Ãireann. Every year it is an appropriate and a necessary step in the budgetary process for the year ahead. Last night we had a debate on the economy and later today we will have a debate on the specifics of some of the budgetary measures. I commend the Bill to the House.
- Seanad: Appropriation Bill 2009: Second Stage (17 Dec 2009)
Marc MacSharry: We are straying from the section. The Bill was passed without debate in the Dáil and we will have a wider debate on the economy when the next Bill is taken. We would all like natural gas. Under the Gas Acts, Bord Gáis has a commercial mandate and the company chooses to extend its network on that basis. The Senator is seeking a ministerial announcement. However, I recall the chairman of...
- Seanad: Appropriation Bill 2009: Motion for Earlier Signature (17 Dec 2009)
Marc MacSharry: I move: That, pursuant to subsection 2o of section 2 of Article 25 of the Constitution, Seanad Ãireann concurs with the Government in a request to the President to sign the Appropriation Bill 2009 on a date which is earlier than the fifth day after the date on which the Bill shall have been presented to her.
- Seanad: Financial Emergency Measures in the Public Interest (No. 2) Bill 2009: Second Stage (17 Dec 2009)
Marc MacSharry: It is three in one.
- Seanad: Financial Emergency Measures in the Public Interest (No. 2) Bill 2009: Second Stage (17 Dec 2009)
Marc MacSharry: I join others in welcoming the Minister of State. I welcome the opportunity to make a few points on the legislation. I pay tribute to Senator O'Toole for his overwhelming contribution to the social partnership model over many years. He was a champion of that cause and made a convincing argument today on many points. It was interesting to be taken through some of the negotiations last...
- Seanad: Order of Business (20 Jan 2010)
Marc MacSharry: I join with others in welcoming Senator Mooney back to the House. I know the House will be a much better place for his participation. In my first term here, I learned much from him and I hope to continue to learn from him as he participates in debates up to 2012. I am sure we are all confident that this Administration will serve its full term.
- Seanad: Order of Business (20 Jan 2010)
Marc MacSharry: Contrary to other speakers, I welcome yesterday's announcement that we are going to have an inquiry into the banking situation. Last week, there were many empty seats at the Joint Committee on Finance and the Public Service when we discussed the issue. I welcome the fact, however, that many more people want to discuss it now. I welcome the Government's approach whereby we will have two...
- Seanad: Order of Business (20 Jan 2010)
Marc MacSharry: I would love it if we could line people up, metaphorically speaking. However, it would seem the media and others would like, in reality, to see the guillotine set up in St. Stephen's Green to begin the beheadings. Thankfully, however, we have due process. I am confident it will provide us with the pound of flesh which all of us rightfully seek. I believe the public deserve it. I am not...
- Seanad: Seanad Reform: Motion (20 Jan 2010)
Marc MacSharry: In the seven and a half years I have been a Member there have been three Seanad reform debates per year on Private Members' business with an amendment to the motion. Tonight no amendment to this Private Members' motion has been tabled. If members of the public were remotely and accurately informed about the level of debate, scrutiny and work done in this House, they would have much more...
- Seanad: Seanad Reform: Motion (20 Jan 2010)
Marc MacSharry: No, Senator Norris has, rightly, been covered on a great many issues. Since its establishment the Seanad has been an admirable institution. The lack of media coverage, then their comments in an authoritative fashion as to their opinion on the Seanad's usefulness and uselessness and the suggestion of its abolition have done a disservice to the great work it has done. It has taken up quite a...
- Seanad: Seanad Reform: Motion (20 Jan 2010)
Marc MacSharry: In advance of a final solution to the Northern Ireland problem, I do not believe we should indulge in this. The Lisbon treaty provides for a Sixth Stage in the processing of legislation which will see draft legislation kicked back to national Parliaments. Therein lies the biggest value in terms of what Seanad Ãireann can do for the future. So often Members have expressed frustration that...
- Seanad: Seanad Reform: Motion (20 Jan 2010)
Marc MacSharry: With the Chair's indulgence, I would like to make a few more points. I support the call for the scrutiny of public appointments as mentioned by other speakers. A revised number of joint committees should be chaired and convened by Senators. Clearly, as Deputies are expected to be more involved in constituency work than Senators, Senators could chair and convene committees. I do not...
- Seanad: Banking Sector: Statements (26 Jan 2010)
Marc MacSharry: I join other Members in welcoming the Minister of State, Deputy Mansergh. I am glad to have the opportunity to make a few general points on banking. As we have all seen in the past few years, there has been an unprecedented crisis in the sector. The Minister of State outlined the reasons we had a property boom that fuelled the economy and a level of exuberance that has led to a great many...
- Seanad: Banking Sector: Statements (26 Jan 2010)
Marc MacSharry: Tomorrow at 10.30 a.m.
- Seanad: Order of Business (28 Jan 2010)
Marc MacSharry: One would never think it now. The Senator is looking very comfortable.
- Seanad: Order of Business (28 Jan 2010)
Marc MacSharry: Notwithstanding the fact that we had the opportunity to debate some banking issues on Tuesday, will the Leader arrange a debate specifically on regulatory reform of financial services in Ireland? As part of my ongoing work towards the prevention of family home repossessions we have delved into the area of personal debt. I mentioned in the debate the other day that a collector for Provident...
- Seanad: Order of Business (2 Feb 2010)
Marc MacSharry: I join others in welcoming the announcements made in the newspapers at the weekend that the Government would look seriously at proposals first made in this House and of which it can be rightly proud. This brings us back to March last year when the prevention of family home repossessions group was formed and concrete proposals were brought forward, many of which the Minister mentioned. I...
