Bernard Durkan: Yes. The State Claims Agency seems to be increasing its demand as a percentage of the budget. Will the Minister of State shed some light on the various issues covered? Some of them come to mind readily, but to what extent has the Department examined where this is heading? Bernard Durkan: I hate to ask this question all the time, but we hear about the issue regularly. It is denied by some people within the health services that we pay on par with the highest paying countries in the OECD but we do not receive equivalent service. Is there any way we can identify why that is? We have spoken about inefficiencies and duplications; I believe that is part of our problem.

The Central Bank consolidation Bill could be a suitable vehicle on which to attach a specific item to deal with the matter, given that the banks were forgiven by the people and bailed out by the Government. It is now time for them to offer a similar accommodation to those who owe them money.
