Dick Roche: The person involved was offering a specific type of turbary right which had originally been purchased from the Land Commission. It transpired that it was not possible to transfer this type of turbary right to the State, but only to extinguish the right. The complex issues involved in cases of this kind have now been resolved and they are being moved forward.
