Proposed Aer Lingus Takeover. (5 Oct 2006)

Martin Cullen: The Deputy will not faze me. I am far calmer than she is, bleating at me from over there. This is a serious issue.

Proposed Aer Lingus Takeover. (5 Oct 2006)

Martin Cullen: That will not achieve anything.

Proposed Aer Lingus Takeover. (5 Oct 2006)

Martin Cullen: I am surprised to hear the question about what the rush was because the Government and I were accused constantly of delaying decisions on Aer Lingus. People want it every way. I do not agree with the suppositions of Deputies Eamon Ryan and Crowe. I should have responded earlier. The process involved will be lengthy and the regulatory and legal situation will not unfold during the coming...

Proposed Aer Lingus Takeover. (5 Oct 2006)

Martin Cullen: Obviously, it confirms the Government's view that this is a strong company, which has the right business plan, the right opportunities, considerable potential for growth in the marketplace and is now on the move in terms of its own development. I agree the Government moved over the past number of years to facilitate the break-up of a monopoly in Irish aviation because we did not think it was...

Proposed Aer Lingus Takeover. (5 Oct 2006)

Martin Cullen: I do not accept Deputy Shortall's submission that this was an utterly reckless course to adopt. It would have been utterly reckless to sit back and do nothing on the potential development of Aer Lingus for the future of this country.

Proposed Aer Lingus Takeover. (5 Oct 2006)

Martin Cullen: We are a long way from that happening. Deputy Shortall should calm down and tone down the tenor of her views.

Proposed Aer Lingus Takeover. (5 Oct 2006)

Martin Cullen: Deputy Shortall asked what contacts I had today. She is probably aware that I only arrived back in Dublin, having started the largest single road project ever in this country, a 40 km project costing some €450 million.

Proposed Aer Lingus Takeover. (5 Oct 2006)

Martin Cullen: The answer is "No". I have just arrived back in Dublin, but that is not to say that my Department officials have not done so. I have not had time to meet with all my officials, but they are meeting as I speak and I will get further briefings.

Proposed Aer Lingus Takeover. (5 Oct 2006)

Martin Cullen: There are procedures that we will follow, as any sovereign government would do. We will behave ourselves within the regulatory framework.

Proposed Aer Lingus Takeover. (5 Oct 2006)

Martin Cullen: Speculation and the language of some of the remarks by Deputy Shortall and some others in the House are not helpful to the staff of Aer Lingus, the company or the general process before us. There seems to be universal agreement on one matter, that the recreation of a monopoly, which is what Ryanair is trying to achieve today, is bad for the aviation sector in this country, bad for Ireland,...

Proposed Aer Lingus Takeover. (5 Oct 2006)

Martin Cullen: ——bad for business and bad for the development of the aviation sector in this country.

Written Answers — Disabled Drivers: Disabled Drivers (10 Oct 2006)

Martin Cullen: The Road Traffic (Traffic and Parking) Regulations 1997 enable each road authority to provide designated parking bays on the public roads for sole use by vehicles that display a disabled persons parking permit and which are being parked for the convenience of the permit holder. I have already provided a series of legislative measures to strengthen and safeguard the operation of the disabled...

Written Answers — Aer Lingus Flotation: Aer Lingus Flotation (10 Oct 2006)

Martin Cullen: In setting out the general principles of the Aer Lingus IPO to the House on 6th July, I stated that shares would be made available to the general public through financial intermediaries. Following agreement with my Department and the Department of Finance the Joint Global Co-ordinators, who were responsible for marketing the IPO, entered into an agreement with all of the main stockbrokers...

Written Answers — Road Network: Road Network (10 Oct 2006)

Martin Cullen: I propose to take Questions No 440 and No. 441 together. Written Answers — Traffic Management: Traffic Management (10 Oct 2006)

Martin Cullen: I refer the Deputy to my replies to Questions No. 3 on 28 September 2006 and No. 301 on 4 October 2006 on this subject. The issue of reserving parking on public roads to local residents is complex and is much broader than in the context of match days at Croke Park stadium. An implementation timeframe does not arise at this point because the legal issue that must first be established is...

Martin Cullen: The current (Rules of the Road Booklet) was first published in June 1995. My Department has been working on the revision of the (Rules of the Road Booklet). The draft document was placed on the Department's website...

Martin Cullen: The Road Safety Authority is responsible for registering driving instructors. A consultation document published jointly by my Department and the RSA last May set out proposals for the registration of driving instructors and invited submissions to be made by the 8 September. These submissions are being considered by the RSA. There is no proposal to automatically recognise members of the...
