Kevin Humphreys: We must start from the premise that we want people to have confidence in the regulator from the word go. If the council is the competent authority, it will fight an uphill battle for the confidence of the local community. Kevin Humphreys: Yes, I propose an amendment to the Order of Business so that statements on transport matters, which were to commence at 12.45 and finish at 2.15 p.m., will continue until 3.15 p.m. to allow the Minister adequate time to respond to Members' contributions. On every occasion the Minister has come into the House on this issue he had insufficient time to respond to Members.
