Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Health
(16 Dec 2021)

Colm Burke: -----if someone is admitted to a private nursing home and is quite mobile at the time but, as the years pass, the level of care he or she requires increases, there is no increase in the support the private nursing home gets. That is the reality. Therefore, that is not a fair comparison. I wish to move on to the issue-----

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Health
(16 Dec 2021)

Colm Burke: There was an underspend in respect of the scheme last year. Some €998 million was spent, as opposed to the budgetary allocation of €1.1 billion. I wish to move on to the issue of the cyberattack-----

(16 Dec 2021)

Colm Burke: -----and the failure to take action in time. Does Mr. Watt believe that the Department was aware there were risks with respect to the system, that much more could have been done to prevent the cyberattack and that evasive action could have been taken at an earlier stage, particularly now that we have seen the PricewaterhouseCoopers, PwC, report?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Health
(16 Dec 2021)

Colm Burke: The warnings were there beforehand. Does Mr. Watt believe action could have been taken at an earlier stage to prevent it occurring and that people had highlighted the fact that there were concerns?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Health
(16 Dec 2021)

Colm Burke: The question I am asking is whether concerns were raised with the Department at any stage in the 12 months prior to the cyberattack.

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Health
(16 Dec 2021)

Colm Burke: Mr. Watt might come back to us with an answer on that. It is extremely important when Departments get advice that they follow through on it.

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Health

Colm Burke: Mr. Watt said he was not sure whether this issue was raised in the previous two years.

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts

Colm Burke: I thank Mr. Watt for that.

Joint Oireachtas Committee on Health: Substance Misuse and its Impact on Communities: Discussion (1 Dec 2021)

Colm Burke: I thank our witnesses for their presentations and the work they are doing on the ground. It is a difficult area. As was set out clearly, it is not just one problem. A whole host of other problems exist concerning support for families, and especially where young families are involved. Turning to look at this issue in the context of funding, my understanding is that €29 million has...

Joint Oireachtas Committee on Health: Substance Misuse and its Impact on Communities: Discussion (1 Dec 2021)

Colm Burke: Ms Hill talks about the €29 million. How much of that €29 million is going to those 24 groups?

Joint Oireachtas Committee on Health: Substance Misuse and its Impact on Communities: Discussion (1 Dec 2021)

Colm Burke: I want to move on to the issue of the use of funding within the task force groups. Obviously, someone who is dealing in this area needs to have expertise. Is a sufficient level of training being provided for people who want to work in this area? I know the real training is the experience but I am referring to basic training. Whether in regard to education or health, outside of the funding...

Joint Oireachtas Committee on Health: Substance Misuse and its Impact on Communities: Discussion (1 Dec 2021)

Colm Burke: Should we be putting more money into education to help people who want to come in and assist? Obviously, the task forces are looking for this under the education budget rather than the health budget.

Joint Oireachtas Committee on Health: Substance Misuse and its Impact on Communities: Discussion (1 Dec 2021)

Colm Burke: The other area I want to touch on is youth work. As someone who worked with Foróige and who had the privilege of serving on its national executive a long number of years ago, I am very much aware of the work it is doing, and the witnesses referred to this earlier. Have we adequate supports in place in regard to voluntary youth organisations like Foróige? Schools can do a certain...

Joint Oireachtas Committee on Health: Substance Misuse and its Impact on Communities: Discussion (1 Dec 2021)

Colm Burke: I also want to ask about community involvement with gardaí. Does Ms Hill feel enough is being done or could we do a lot more work in that area? I know there is a situation where people might want to distance themselves from the authorities. How can we get more of a positive influence on this issue? Are there changes that we need to make with regard to how gardaí approach it?

Joint Oireachtas Committee on Health: Substance Misuse and its Impact on Communities: Discussion (1 Dec 2021)

Colm Burke: I wonder whether the committee should invite in representatives of the Department to deal with some of the issues raised here, in respect of both funding and the involvement of people in the community.

Joint Oireachtas Committee on Health: Substance Misuse and its Impact on Communities: Discussion (1 Dec 2021)

Colm Burke: We need to get in the officials as well as the Minister of State because we need to see where we are going. It has been a difficult year that needs to be dealt with, and we need to deal with both the Minister of State and the Department on this. I contacted someone in the Department to see exactly what is happening. I understand it is setting up a civil society group with 14...

Joint Oireachtas Committee on Health: Substance Misuse and its Impact on Communities: Discussion (1 Dec 2021)

Colm Burke: The problem is that when we go back to 2010 there were a smaller number of task force groups. The difficulty is that we have now increased the total to 24 different groups. Therefore, while the funding has increased marginally every year, it has not increased to the extent required to support so many groups.
