Michael Noonan: In matters relating to the VAT rating of goods and services, I am constrained by the requirements of EU VAT law with which Irish VAT law must comply. Under the EU VAT Directive, it is not possible to apply a reduced or zero rate to the supply of motor fuel. Therefore the rate of VAT that must apply to the supply of fuel is the standard VAT rate, which in Ireland is 23%.

Michael Noonan: I have been advised by the Revenue Commissioners that based on the details supplied the person is not liable to tax on her pensions. An amended tax credit certificate will issue to the person concerned and to their spouse's former employer over the next few days.
