Marc MacSharry: Fair enough. That is the Minister's position. I am only a humble taxpayer on this side listening to what I am hearing from people. Does the Minister feel section 10 of the National Asset Management Agency Act was undermined by the diplomatic concerns coming from Northern Ireland?

On value for money and the maximum return for the taxpayer, which is also mentioned in section 2, does the Minister feel that the involvement of Northern Ireland's diplomatic concerns undermined the potential for the return for taxpayers on this side of the Border to be maximised?

Marc MacSharry: No, I am concerned because of what Frank Daly said last week in the context of listening to the wishes of both Governments and the fact that there was some input from there to hasten the process, which may have undermined the potential for the taxpayer, the ultimate shareholder in NAMA, to maximise the return.

Marc MacSharry: I thought it was telling that in the 11 minutes of the contribution from the Minister, Deputy Ross, he took a whole 1 minute and 30 seconds to talk about his own Department and what he is doing or, indeed, not doing, for example, in terms of local improvement schemes. I am not even sure he knows what an LIS is, given there might not be many of them being done out in the principality....

Marc MacSharry: I apologise. There is much more I could say on this. The capital aspect of this budget is absolutely impotent. It behoves the Government to review this as a matter of the utmost urgency and begin to invest what is needed to allow us to perform to our potential.
