Seanad: Nithe i dtosach suíonna - Commencement Matters: Inland Fisheries (26 May 2022)

Seán Kyne: I thank the Minister of State for reading the reply, which is similar to the note that was issued to Oireachtas Members on 16 May. The last line said the review does not in any way relate the matters I raised on the Order of Business on 5 May. That is the whole point – it should. It should investigate all of the matters that I have raised. The Minister of State is right, it states...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Inland Fisheries (26 May 2022)

Seán Kyne: -----into Inland Fisheries Ireland. However, unfortunately, I am very disappointed with the road that the new CEO is taking. In addition, now I see the Minister is targeting the board rather than investigating the matters that the board has raised and pursued.

Seanad: An tOrd Gnó - Order of Business (26 May 2022)

Seán Kyne: I welcome the publication of the HSE capital plan today for the year 2022, albeit at the end of May. I believe it is in fact earlier than the publication of last year’s plan. There are a number of projects noted and, as we know in regard to capital projects, they are slow burners in many cases. I renew my call for a debate on the capital plan for health across the country. There...

Seanad: An tOrd Gnó - Order of Business (31 May 2022)

Seán Kyne: I welcome the ambassador to the Chamber and wish him well on the reopening of the embassy. We saw the images from Dublin Airport over the weekend. My sister and her partner were going home to the UK yesterday and were extremely worried about what faced them. They left at around 7 o'clock. Thankfully, yesterday was not as bad but the images on Sunday put the frighteners on them and on...

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: I welcome Mr. Reid and the team and wish Ms O'Connor and Mr. Woods well in their new positions. I will begin with capital projects. I have engaged with the Tánaiste on the emergency department and maternity and paediatric unit in Galway and asked him to engage with the officials, which I believe he has. This is a long-running project and I appreciate it is complex. We have had...

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: Will the planning application for the emergency department and maternity and paediatric unit be lodged this year?

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: It is a challenge. It is very frustrating for all involved. I acknowledge that there will be a temporary emergency department but there is huge frustration about the delay on this project. All I can do is keep raising it, as I have been doing, within the committee, with the Minister, with the Secretary General and at a political level with the Tánaiste. I understand he has discussed...

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: I appreciate that but I thought this had been settled and that everything was progressing. Is Mr. Reid saying there is still division within the Saolta group?

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: When did this clear alignment-----

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: One in every two of us will get cancer during his or her lifetime. Cancer survival rates are thankfully increasing. People are living longer so the likelihood of getting cancer has also increased. The survival rates for breast, colorectal and lung cancer patients are worse in the west than in the rest of the country, particularly for breast cancer. In HSE west, the cumulative five-year...

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: Okay. I would appreciate a note on that. In last year's winter plan, there were no acute beds identified for UHG, which we are told was due to a lack of physical space. Is that likely to be repeated this coming winter? Are there any short to medium-term plans for acute beds? Is the elective hospital in Merlin Park still planned to be a day-only facility, or is there a cast-iron...

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: What sort of timescale does "designed in from the beginning" entail?

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: That would be the first phase.

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: What then is the timescale for inpatient beds?

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: Will the physical infrastructure be there to facilitate the beds?

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: Okay. I thank the Chairman.

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: Deputy Cathal Crowe referred to the issues with Shannondoc. There are similar issues with Westdoc in Galway and the expansion of GP services to my own village of Moycullen as well as to Rosscahill and Oughterard. I have heard, although I have not had it substantiated, that there may be a reluctance among Galway city GPs to carry out that expansion. They feel they have enough to do in the...

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: There is a growing population on the outskirts of Galway city and we have lost a GP from Oughterard. There were two before but now there is only one. There is an ongoing challenge in terms of the existing capacity and the lack of availability of outside assistance under Westdoc. I am not sure who it was who said at a previous meeting that there are particular challenges in Galway and the west.

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: I have contacted Westdoc and am waiting for a comprehensive update.

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: Going back to the issue with emergency departments, will Mr. Reid indicate whether the HSE is committing to a hands-on approach to ensure what has been promised will be delivered? There are three major projects set out under Project Ireland 2040 relating to the Saolta University Health Care Group, including one at University Hospital Galway. Is Mr. Reid committing to taking a hands-on...
