Seanad: Safe Access to Termination of Pregnancy Services Bill 2021: Committee Stage (10 Feb 2022)

Pauline O'Reilly: I was watching some of the proceedings from my office. I think there is an awful lot of purposeful confusion, dare I say. I am sure of what Senator Mullen is trying to do here. Fundamentally, he is voting against the Bill, which means it is not really these things that he has an issue with. We need to be all very clear on that. If there were clarity around that matter, would he vote in...

Seanad: Safe Access to Termination of Pregnancy Services Bill 2021: Committee Stage (10 Feb 2022)

Pauline O'Reilly: No. Exactly.

Seanad: Safe Access to Termination of Pregnancy Services Bill 2021: Committee Stage (10 Feb 2022)

Pauline O'Reilly: These amendments will have to go to the Dáil anyway-----

Seanad: Safe Access to Termination of Pregnancy Services Bill 2021: Committee Stage (10 Feb 2022)

Pauline O'Reilly: -----so I am sure some of the Senator's colleagues will table an amendment in the Dáil that will make him feel more comfortable with the legislation. To go back to one of the issues raised earlier in the debate, when, as I said, I was listening in my office, I heard Senator Clifford-Lee give us all some clarity on independence. What does independence mean?We have had a referendum in...

Seanad: Safe Access to Termination of Pregnancy Services Bill 2021: Committee Stage (10 Feb 2022)

Pauline O'Reilly: Senator Mullen and I can discuss this ourselves elsewhere, maybe over a coffee or something stronger.

Seanad: Electricity Costs (Domestic Electricity Accounts) Emergency Measures Bill 2022: Second Stage (15 Feb 2022)

Pauline O'Reilly: I am thankful for the opportunity to contribute after Senator Boyhan. The Minister is very welcome. We all receive letters and go to people's doors, and we know we are in crisis. We are in the midst of two crises, a climate crisis and a cost-of-living crisis. As has been said, this legislation is one small part of a set of measures. This Bill came before the Oireachtas Joint Committee on...

Seanad: Electricity Costs (Domestic Electricity Accounts) Emergency Measures Bill 2022: Second Stage (15 Feb 2022)

Pauline O'Reilly: It is important to point out that many of these measures, including this one and the retrofitting measures, are all paid for from carbon tax revenue. When I hear the narrative about the hike in the fuel prices, it is often blamed on carbon tax, but we must be honest with people. That is not the case. A very small percentage of that is carbon tax. It is required to ensure we use a carrot...

Seanad: Report of Joint Committee on the Carbon Budget: Motion (15 Feb 2022)

Pauline O'Reilly: The Minister is welcome again. Many of us in the House were on the Joint Committee on Environment and Climate Action that has put this report together. It is appropriate, therefore, that we are discussing it in the Seanad. We are in a climate emergency. I know we say that a lot but time is upon us. Particularly in relation to these carbon budgets, there is a statutory time laid down by...

Seanad: Planning and Development (Solar Panels for Public Buildings, Schools, Homes and Other Premises) (Amendment) Bill 2021: Committee Stage (16 Feb 2022)

Pauline O'Reilly: The Minister of State, Deputy Peter Burke, is very welcome. As he knows, it was some time in the middle of last year when we considered Second Stage. I felt the legislation should have progressed by this stage so I hope the Minister of State will assure us today that everything in our Bill will be implemented in the Government’s own regulations. I look forward to his comments on...

Seanad: Planning and Development (Solar Panels for Public Buildings, Schools, Homes and Other Premises) (Amendment) Bill 2021: Committee Stage (16 Feb 2022)

Pauline O'Reilly: She spoke very inspiringly about the need to use this Chamber to deal with the issues of the day. As she sees it, the number one issue is the climate crisis. We can use this Chamber on a cross-party basis to highlight the things we can all do in our lives to implement the changes required. Ms Robinson, like many of us, identified that the messages are not necessarily trickling down to...

Seanad: Planning and Development (Solar Panels for Public Buildings, Schools, Homes and Other Premises) (Amendment) Bill 2021: Committee Stage (16 Feb 2022)

Pauline O'Reilly: Nobody is suggesting not going through proper environmental measures, but this all comes down to when does one start the process. We were under the impression that this was going to start much earlier. To be fair to us, there must be a recognition of that. We have given a lot of time to the Department in order to make this progress. An SEA is not an extremely arduous thing to do. We are...

Seanad: Planning and Development (Solar Panels for Public Buildings, Schools, Homes and Other Premises) (Amendment) Bill 2021: Committee Stage (16 Feb 2022)

Pauline O'Reilly: That is even better. There is an AA for two weeks and then there is a four-week period after that. Is that correct?

Seanad: Planning and Development (Solar Panels for Public Buildings, Schools, Homes and Other Premises) (Amendment) Bill 2021: Committee Stage (16 Feb 2022)

Pauline O'Reilly: I wish to make a brief comment. I thank the Minister of State for the information he has given us today. I believe the issue of glint and glare was raised on Second Stage, so it is not a new thing since then. In any case, it is very good news today and we appreciate it. We look forward to progress within the next couple of months.
