Joint Oireachtas Committee on Children and Youth Affairs: General Scheme of Childcare (Amendment) Bill 2017: Discussion (8 Mar 2017)

Lisa Chambers: I agree with the Chairman that, to a large extent, this does come down to finances as well. He was correct to make the point that it is a lot of money to spend on a particular service when we cannot get basic psychological services, speech and language therapy and early intervention services for children. It is a fair point to make. Mr. Finlay said that the average salary paid to a GAL...

Joint Oireachtas Committee on Children and Youth Affairs: General Scheme of Childcare (Amendment) Bill 2017: Discussion (8 Mar 2017)

Lisa Chambers: -----children during the year, therefore, it costs Barnardos approximately €2,800 per child to pay this contract service. He then said in terms of GALs operating independently or from other service providers it is costing the State approximately €4,500 per child. It is already operating on a more conservative basis than other service providers but those two figures alone have...

Joint Oireachtas Committee on Children and Youth Affairs: General Scheme of Childcare (Amendment) Bill 2017: Discussion (8 Mar 2017)

Lisa Chambers: In other words, how will the provision of an in-house legal service work? Will Barnardos hire in two or three full-time solicitors? Barnardos cannot have in-house barristers; barristers have to be independent and operate as sole contractors. Barnardos cannot have a barrister in situ; he or she would have to transfer over to work as a solicitor. Did Ms Quinn say she wanted to have...

Joint Oireachtas Committee on Children and Youth Affairs: General Scheme of Childcare (Amendment) Bill 2017: Discussion (8 Mar 2017)

Lisa Chambers: In that case, if proceedings involve other parties who have barristers and Barnardos cannot have its own in-house barrister under the current legal system, it will still have to hire one in and he or she will charge it whatever he or she wants to charge. Barnardos has very little control because there is a market rate. Its legal costs will still be quite high. In reality the salary of an...

Select Committee on Children and Youth Affairs: Estimates for Public Services 2017
Vote 40 - Children and Youth Affairs (Revised)
(8 Mar 2017)

Lisa Chambers: I thank the Minister for her statement. I have a couple of questions. First, I very much welcome the increase in funding for the Department, which is up by 16%. I am sure the money will be put to very good use. A total of €1.6 million is available by way of capital carryover. Could the Minister indicate what capital investment was not completed last year? There seems to be an...

Select Committee on Children and Youth Affairs: Estimates for Public Services 2017
Vote 40 - Children and Youth Affairs (Revised)
(8 Mar 2017)

Lisa Chambers: I seek clarification. When the Minister uses the term whole-time equivalent social workers, what does she mean? Has she a number of part-time staff who are added together?

Select Committee on Children and Youth Affairs: Estimates for Public Services 2017
Vote 40 - Children and Youth Affairs (Revised)
(8 Mar 2017)

Lisa Chambers: The Minister stated there are currently 1,467 whole-time equivalent social workers and by the end of this year, she hopes to bring that up to 1,520. However, the Minister states she will fall short by roughly 100 on the basis of the targets set in 2015. The Minister stated it was a graduate problem, as we do not have enough qualifying.

Select Committee on Children and Youth Affairs: Estimates for Public Services 2017
Vote 40 - Children and Youth Affairs (Revised)
(8 Mar 2017)

Lisa Chambers: Did the Minister state she has been in discussions with the HEA?

Select Committee on Children and Youth Affairs: Estimates for Public Services 2017
Vote 40 - Children and Youth Affairs (Revised)
(8 Mar 2017)

Lisa Chambers: What is the HEA's response to this challenge? What is the authority doing about it? For example, in my constituency, GMIT, on the Mayo campus, has a new social work course with students going through it. In terms of uptake it is one of their most successful courses. I would imagine if other colleges were to run a similar course, there is demand from prospective students for them. Is the...

Commission of Investigation Announcement on Tuam Mother and Baby Home: Statements (9 Mar 2017)

Lisa Chambers: Before making my substantive contribution I take issue with Deputy Bríd Smith's comment earlier on Deputy Micheál Martin's apparent "road to Damascus". His reaction and comments are genuine, as are those of every other Deputy on the issue. We still do not know the full extent of these horrors but we know the remains of small babies and infants were found, numbering in their...
