John Lyons: Deputy Tóibín made comments rather than questions. Is there any particular issue to which the Deputy wants a response?

- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Retail Sector Report: Discussion with RGDATA (12 Mar 2013)
John Lyons: I might come in on that issue rather than lose momentum because my question relates to what Deputy Peadar Tóibín said about progressive rates. The RGDATA document focused on parking being not necessarily the panacea to the issues retailers face in towns as opposed to out-of-town places such as the Dunnes, Tescos, Lidls and so forth. Has RGDATA done any costing or analysis on what...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Retail Sector Report: Discussion with RGDATA (12 Mar 2013)
John Lyons: Would Ms Buckley say that there should be a differential rate which would mean those out of town should pay more than those within the town? If we were to do so, it would match the planning guidelines.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Retail Sector Report: Discussion with RGDATA (12 Mar 2013)
John Lyons: Deputy Calleary made a point earlier. In fairness, as it is, the out-of-town retailers have paid a development contribution on their parking spaces. That does not mean we cannot challenge imposing such a levy, if that is the route Ms Buckley is suggesting, but one should bear in mind that they have paid a development contribution on those spaces. To be as impartial as possible, it would be...

- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Retail Sector Report: Discussion with RGDATA (12 Mar 2013)
John Lyons: We have all listened intently to the delegation and realise the extent of the issues. Town centres are struggling to survive. The solutions outlined go some way to solving the problem but we need to do more. I thank the witnesses for attending and look forward to working with them in the future.
- Topical Issue Debate: Commercial Rates Issues (14 Mar 2013)
John Lyons: I thank the Ceann Comhairle for giving me an opportunity to raise this issue in the presence of the Minister of State. Finglas village is on its knees. It has two large retail centres on its outskirts, one to the north of the village and one to the south. There are many vacant units in Finglas village centre, which is struggling to compete with the two out-of-town centres I have mentioned....
- Topical Issue Debate: Commercial Rates Issues (14 Mar 2013)
John Lyons: I thank the Minister of State. To be fair, the response is reasonably positive in that there is some light at the end of tunnel and this issue may be reviewed. To give some anecdotal evidence, in a village that has more vacant than occupied units, and in an economy that is just beginning to turn around, two local men in Finglas recently opened up a Four Start Pizza shop with an attached...
