David Norris: We look very alike. (Interruptions).
- Seanad: Order of Business. (13 May 2003)
David Norris: I support Senator Brian Hayes in his call for a debate on the drink laws. If the Minister sees himself as the new Fr. Mathew, I have no problem with it. Fr. Mathew was an excellent man. We certainly need another one in the 21st century. There should be a review of the full range of planning and licensing laws in the debate as they part of the problem. We, as legislators, ought to address the...
- Seanad: Health Service: Statements. (13 May 2003)
David Norris: I thank Senator Henry for sharing time. It is important that we hear voices such as hers because she comes from the professional coalface. Her contribution and that of Senator O'Toole were important because they were made by Independent voices who did not make a political football of the issue, which is one of the problems. Everybody recognises the health ministry is a poisoned chalice. The...
- Seanad: Order of Business. (14 May 2003)
David Norris: I supported wholeheartedly the Local Government Bill which was intended to abolish the dual mandate. I was entertained by the squawks from some who, even when they grudgingly accepted the abolition, wanted to be able to hand on their seat to their spouse. That is an amazing feudal system in a republic. As regards the legality and constitutionality of the Bill, the President is a fine lawyer....
- Seanad: Order of Business. (14 May 2003)
David Norris: I will not withdraw them. There is fat chance of that happening. (Interruptions).
- Seanad: Order of Business. (14 May 2003)
David Norris: The proposal was to just hand it over.
- Seanad: Criminal Justice (Joint Investigation Teams) Bill 2003: Second Stage. (14 May 2003)
David Norris: Like other speakers, I am against crime in most of its manifestations. I accept international boundaries are used by organised crime and that with the globalisation of crime, it is inevitable there will be globalisation to match it on the part of police authorities. I understand this and the difficulties imposed by international criminal organisations confronting isolated national...
- Seanad: Road Safety: Motion. (14 May 2003)
David Norris: Yes.
- Seanad: Road Safety: Motion. (14 May 2003)
David Norris: This is the third or fourth occasion on which we have dealt with the area of road safety in the past 12 months. This suggests that the matter is either a significant priority or else it is a sign of the political bankruptcy of the House in that we cannot come up with new ideas. I doubt it is the second because the motion was put down in the name of Senator Dooley, who is one of the brightest...
- Seanad: Road Safety: Motion. (14 May 2003)
David Norris: Perhaps there is justification for transferring responsibility for speed cameras to a commercial authority. That would create considerable resentment, however, and, before it is done, realistic speed limits must be introduced. With regard to accidents in urban areas, we have a duty to educate pedestrians and cyclists. We are all pedestrians and many of us are cyclists, as well as being...
- Seanad: Road Safety: Motion. (14 May 2003)
David Norris: I only had to buy the licence and I did not have to complete a test.
- Seanad: Road Safety: Motion. (14 May 2003)
David Norris: I hope retrospective tests are never introduced.
- Seanad: Road Safety: Motion. (14 May 2003)
David Norris: Teacher's pet.
- Seanad: Order of Business. (20 May 2003)
David Norris: I had intended to second the proposal by my colleague, Senator O'Toole, but was gazumped by the representative from County Kerry. He is, however, most welcome. This shows what broad appeal the matter has. I ask the Leader to find out something for me on a matter of some importance. There was a debate in the United Nations human rights area on the subject of extending protections on the basis...
- Seanad: Order of Business. (20 May 2003)
David Norris: It was reported both on the radio and in the newspapers.
- Seanad: Order of Business. (20 May 2003)
David Norris: Hear, hear. We want more of the same.
- Seanad: Rural Development Policy: Statements (Resumed). - Third Level Fees: Motion. (21 May 2003)
David Norris: I wish to share my time with Senator Henry.
- Seanad: Rural Development Policy: Statements (Resumed). - Third Level Fees: Motion. (21 May 2003)
David Norris: I am afraid I will disappoint my good friend, Senator O'Rourke, because I will take a different approach to this debate. I commend the Minister. He is somebody of courage and integrity and the kind of person we need as Taoiseach. We hear much from members of the public about scandals and their desire for integrity, decency and ideas, yet when they get it, they pee all over it, if the House...
- Seanad: Order of Business. (22 May 2003)
David Norris: Good.
- Seanad: Order of Business. (22 May 2003)
David Norris: I agree with my colleagues that last night's debate was excellent. The Minister for Education and Science honoured the House by choosing it as a location for a very important speech, which he delivered with courage, clarity and conviction. However, if the reports of the debate are analysed, it becomes apparent that power does not lie in this House. It was commented that Senator Dardis did not...
