Seanad: Commencement Matters: Property Tax Administration (30 Sep 2015)

Tom Hayes: That is what I was going to say.

Seanad: Commencement Matters: Property Tax Administration (30 Sep 2015)

Tom Hayes: The introduction of the local property tax is part of a broader approach to the taxation of property which aims to replace some of the revenues from transaction-based taxes, which have proved to be an unstable source of Government revenue, with an annual recurring property tax, which international experience has shown to be a stable source of funding. The Government decided that the local...

Seanad: Commencement Matters: Property Tax Administration (30 Sep 2015)

Tom Hayes: What about people living alone who do not have a management company?

Seanad: Commencement Matters: Property Tax Administration (30 Sep 2015)

Tom Hayes: One cannot have people in rural areas having to pay for services, while people in urban areas receive a Government subsidy because they pay a fee to a management company. That would be unfair and unjust, as the Senator will understand given that she comes from a rural area.

Seanad: Commencement Matters: Property Tax Administration (30 Sep 2015)

Tom Hayes: That is the point.

Seanad: Commencement Matters: Property Tax Administration (30 Sep 2015)

Tom Hayes: It is the point the Senator made when she stated that people living in housing estates who pay management fees to property companies should be exempt from paying the local property tax, while people in rural areas should pay the tax.

Seanad: Commencement Matters: Property Tax Administration (30 Sep 2015)

Tom Hayes: I will relay the points the Senator raises to the Minister for the Environment, Community and Local Government. However, my point regarding the treatment of people living in rural areas as opposed to people living in towns stands. Fairness is the issue.

Seanad: Commencement Matters: Property Tax Administration (30 Sep 2015)

Tom Hayes: The Senator referred to estates that have not been taken in charge by local authorities. This can only be done when funding becomes available. That is the position in my local authority in any case and I presume Galway County Council will take estates in hand when it has the money to do so. As the local authorities are collecting the local property tax, it is an issue for them.

Seanad: Commencement Matters: Hospital Waiting Lists (30 Sep 2015)

Tom Hayes: I thank Senator Cullinane for raising this important matter. I represent south Tipperary which is part of the same hospital group as Waterford and I want to be very fair in acknowledging that huge changes have taken place in the health service in our area. There is no magic wand in relation to funding and the reality is that change has taken place notwithstanding that staff are under a...

Seanad: Commencement Matters: Hospital Waiting Lists (30 Sep 2015)

Tom Hayes: There are ongoing issues with the health service in the south east which we must all work to improve. I will certainly relate the matter to the Minister for Health. That instance in Waterford should certainly not be happening and the Minister's attitude would be the same as mine. We should work to ensure that does not happen again. I assure Senator Cullinane that I will talk to the...

Tom Hayes: In the past eight years the agrifood sector has been a beacon of light on the dark landscape of recession and crisis. We are now standing on the crest of enormous new possibilities with the ending of milk quotas. We can see the bright future this promises in economic growth, the social development of rural areas and jobs for the people. The beef sector is expanding, with markets opening up...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Greyhound Racing Industry: Discussion (20 Oct 2015)

Tom Hayes: Thank you, Chairman and members. I am delighted to have the opportunity to attend today's committee meeting to discuss this very important industry, namely, the greyhound industry. It is a sector which merits attention because apart from being a sporting and leisure activity, it is an industry which makes a significant contribution to the Irish economy. In its 2010 report on the sector,...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Greyhound Racing Industry: Discussion (20 Oct 2015)

Tom Hayes: I thank the committee members for their constructive contributions. There is a common theme through much of what they have said. The board will be in later today and maybe the specifics should be kept for the board members. I will address a few general things about funding. Senator Ó Domhnaill asked if the taxpayer will continue to support the industry. We have to remember that...
