- Committee on Health and Children: Select Sub-Committee on Children and Youth Affairs: Estimates for Public Services 2013
Vote 40 - Office of the Minister for Children and Youth Affairs (Revised) (10 Jul 2013) Frances Fitzgerald: Obviously the child care capital grants would be the place. We have given out funding and I hope the same funding will be available next year. We did give out funding for capital grants to improve play group spaces. There might be a particular issue because the playground is in a park, as opposed to a centre. It probably falls under the remit of the council as opposed to our grounds.

- Protection of Life During Pregnancy Bill 2013: Report Stage (Resumed) (11 Jul 2013)
Frances Fitzgerald: What we are discussing here are circumstances where there is a real and substantial risk to the life of the mother and that regardless of the stage the pregnancy has reached, she has the right to have her life saved. That is the key point.
- Protection of Life During Pregnancy Bill 2013: Report Stage (Resumed) (11 Jul 2013)
Frances Fitzgerald: We do not want to compromise in this regard but that is what the amendments seek to do. If accepted, they would lead to a compromise being made in the context of saving the life of the mother. It must be remembered that the obligation in both the legislation and the Constitution is to the effect that every effort must be made to save the life of the unborn as well. Unlike other countries,...

- Topical Issue Debate: Foster Care Supports (16 Jul 2013)
Frances Fitzgerald: I thank Deputy Wall for raising this important topic. Many changes have been made in the after-care area to deal with the precise situation he described. Clearly, it is completely unsatisfactory that the young woman he met had 25 placements. If she has found a stable placement, we should be in a position to support her, even if she has reached the age of 18. I ask the Deputy to bring the...
- Topical Issue Debate: Foster Care Supports (16 Jul 2013)
Frances Fitzgerald: The issue of contact with natural family is dependent on a range of factors and I do not want to comment on an individual case. One must always ask whether it is in the best interests of the young person to have contact because there may be cases where it is not. I want to make that point. Sometimes young people deserve a second chance with another family and it sounds like that young...
