Is it envisaged that the situation will be that those who can afford to pay for everything upfront, for example, the €25,000, will get all the work done without needing to take on the cost of what would be rebated at the other end? The SEAI's plan is to make it easier again by facilitating, as Dr. Byrne said, hopefully, low-interest State-backed loans.
