Mick Wallace: It is not the foot soldiers who are the problem; unfortunately, it is the hierarchy. I again refer the Minister of State to the Patten report. We could improve both these organisations so much, and the Minister of State's philosophy and ideas would work and flourish in the organisations if we could get rid of the hierarchies in both.
