Michael D'Arcy: At this stage I would like to flag that the Minister for Finance intends to introduce two amendments to streamline the administrative requirements of HBFI with respect to capital gains clearance certificates and stamp duty. Those amendments are technical in nature and will not reduce the tax burden of HBFI in any way.
