Joint Committee On Children, Equality, Disability, Integration And Youth: Access to CAMHS for Individuals with Dual Diagnosis: Discussion (6 Dec 2023)

Ruairí Ó Murchú: I said I would put a question to Mr. Gloster in the final part. We are all aware of the issue with the CDNTs and primary care and what positions remain unfilled. With the best will in the world, even if we got workforce planning correct in the morning, we would not have the right number of psychologists, occupational therapists, speech and language therapists and whatever else. How do we...

Joint Committee On Children, Equality, Disability, Integration And Youth: Access to CAMHS for Individuals with Dual Diagnosis: Discussion (6 Dec 2023)

Ruairí Ó Murchú: Would that be in school as well?

Joint Committee On Children, Equality, Disability, Integration And Youth: Access to CAMHS for Individuals with Dual Diagnosis: Discussion (6 Dec 2023)

Ruairí Ó Murchú: We all want to see that. I have overused the term but it is about bang for buck. The difficulty is that when families are waiting, sometimes they are expecting somebody to come in on a white steed to save the day when that is not necessarily something that can be done. It is about working alongside the families an at earlier stage and then we all learn strategies-----

Joint Committee On Children, Equality, Disability, Integration And Youth: Access to CAMHS for Individuals with Dual Diagnosis: Discussion (6 Dec 2023)

Ruairí Ó Murchú: It all makes a difference.

Joint Committee On Children, Equality, Disability, Integration And Youth: Access to CAMHS for Individuals with Dual Diagnosis: Discussion (6 Dec 2023)

Ruairí Ó Murchú: I will be very quick. My own wee lad is autistic and because my wife was involved, we got some ADHD supports that made a considerable difference. Those supports provided her and others with an element of community and backup. The schools, both primary and secondary, have been brilliant, so I never rule out their involvement.

Joint Committee On Children, Equality, Disability, Integration And Youth: Access to CAMHS for Individuals with Dual Diagnosis: Discussion (6 Dec 2023)

Ruairí Ó Murchú: I will ask the question and maybe the reply will have to be in writing.

Joint Committee On Children, Equality, Disability, Integration And Youth: Access to CAMHS for Individuals with Dual Diagnosis: Discussion (6 Dec 2023)

Ruairí Ó Murchú: We all understand the human rights ethos that is built into mental health services, whether CAMHS or adult services. Unfortunately, from time to time, we come across people with severe difficulties who are a danger to themselves and others. With all the human rights-based legislation and so on, we do not necessarily have a means for dealing with that. I appreciate that is a bit of a...

Written Answers — Department of Culture, Heritage and the Gaeltacht: Tax Reliefs (5 Dec 2023)

Ruairí Ó Murchú: 95. To ask the Minister for Culture, Heritage and the Gaeltacht to report on what recent engagements her Department has had with the Department of Finance and the Department of Enterprise, Trade and Employment regarding the implementation of section 481 film tax relief recommendations, as outlined by the Committee on Budgetary Oversight. [53475/23]

Written Answers — Department of Culture, Heritage and the Gaeltacht: Arts Policy (5 Dec 2023)

Ruairí Ó Murchú: 96. To ask the Minister for Culture, Heritage and the Gaeltacht what plans, if any are being established to mandate local councils to invest in the arts, considering they are primary stakeholders in local arts centres, yet are not explicitly required to allocate funding to the arts; and if she will make a statement on the matter. [53476/23]

Written Answers — Department of Public Expenditure and Reform: Civil Service (5 Dec 2023)

Ruairí Ó Murchú: 209. To ask the Minister for Public Expenditure and Reform if previous experience in the North’s civil service is taken as relevant experience by the State’s civil service when it comes to deciding where to place a new hire from the North’s civil service on the pay scale here; and if he will make a statement on the matter. [53892/23]

Ceisteanna Eile - Other Questions: State Pensions (7 Dec 2023)

Ruairí Ó Murchú: 98. To ask the Minister for Employment Affairs and Social Protection to report on the progress made regarding benchmarking the State pension at 34% above average earnings, considering the budget 2024 increase in State pensions has not matched the spending power of State pensions from 2020. [54102/23]

Ceisteanna Eile - Other Questions: State Pensions (7 Dec 2023)

Ruairí Ó Murchú: Will the Minister report on progress made on benchmarking the State pension at 34% of gross average earnings, considering the budget 2024 increase in State pensions has not matched the spending power of the State pensions when the determination was made for 2020 or 2021?

Ceisteanna Eile - Other Questions: State Pensions (7 Dec 2023)

Ruairí Ó Murchú: My understanding is that the smoothed earnings benchmark was provided as an input, but other determinant factors were taken into account. We all accept those extra payments are obviously welcome. However, the Pensions Commission and the technical subcommittee sat and made a determination on the 34% of average gross earnings. There was a reason for that. We have had conversations here...

Ceisteanna Eile - Other Questions: State Pensions (7 Dec 2023)

Ruairí Ó Murchú: I understand the argument but I will put it back on the record that if we are talking about benchmarking then we need to get serious about it. We cannot always consider one-off payments. I understand why at times there is a need for an element of flexibility in setting budgets. However, we need to look at the idea of something that provides adequacy of payments. If we come up with figures...

Joint Oireachtas Committee on European Union Affairs: Georgia's Application to join the European Union: Discussion (6 Dec 2023)

Ruairí Ó Murchú: The witnesses are both very welcome. It goes without saying that the Georgian ambassador has done incredible work. I am sure if Mr. Janjalia took a walk around, he would realise there is nobody in this place that the ambassador does not know or to whom he has not reached out previously. In fairness to him, he has done fierce work in presenting Georgia's case. A number of us were lucky...

Joint Oireachtas Committee on European Union Affairs: Georgia's Application to join the European Union: Discussion (6 Dec 2023)

Ruairí Ó Murchú: Mr. Janjalia is talking about plans in the area of sectoral co-operation, and looking for benefits from that co-operation with the EU. There are two things to address here. Ireland has a significant number of people coming from Georgia seeking international protection. It is about what Georgia is looking for in the long term from the point of view of work permits or visas, and then...

Joint Oireachtas Committee on European Union Affairs: Georgia's Application to join the European Union: Discussion (6 Dec 2023)

Ruairí Ó Murchú: Unfortunately, I have to agree with almost everything the Chair has said, but we do not need to-----.

Joint Oireachtas Committee on European Union Affairs: Georgia's Application to join the European Union: Discussion (6 Dec 2023)

Ruairí Ó Murchú: Yes. For want of a better term, we had the wobble around the foreign agents Bill. I know we dealt with this at committee, and it may be determined at some level that they would present it differently than it may have been presented in the media. Will they also deal with that particular issue in their answer? There will obviously be wobbles on this road, but we need to make sure we both...

Joint Oireachtas Committee on European Union Affairs: Georgia's Application to join the European Union: Discussion (6 Dec 2023)

Ruairí Ó Murchú: We had protests in March about that legislation, which, I think, was the foreign agents Bill. I know that was dealt with at an EU level, so I would like it dealt with as part of the wider answer.

Written Answers — Department of Housing, Planning, and Local Government: Grant Payments (7 Dec 2023)

Ruairí Ó Murchú: 38. To ask the Minister for Housing, Planning, and Local Government to provide an update on the report reviewing housing adaptation grants for older people and people with a disability; to provide a date by which we can expect said report to be published; and if he will make a statement on the matter. [54103/23]
