Katherine Zappone: I understand why the Deputy has to ask that question. My initial response was that this was something that went outside of the terms of reference of the report because it related to policy. As policy is set by the Department and the Government, in that sense, it is not appropriate. In terms of why it was said anyhow-----

Katherine Zappone: I respect what Deputy Sherlock has said. The reviewers are men with an international reputation. I have met them. Deputy Sherlock has stated what they said and the board has said something different. Let us at least agree with that. The question is how to resolve that. It is part of what we are trying to resolve here. Maybe there is another way to do it. We are not resolving it.
