Pupil-Teacher Ratio. (21 May 2008)

Brian Hayes: Question 81: To ask the Minister for Education and Science his policy in respect of reducing class size; and if he will make a statement on the matter. [20086/08]

Pupil-Teacher Ratio. (21 May 2008)

Brian Hayes: It is widely accepted that the issue of class size was the Stalingrad issue that resulted in the Minister's predecessor being moved from the Department of Education and Science. Any reasonable observer, to use the Minister's words, might come to the conclusion that the Government promised in 2002 that no child of nine years of age or younger would be in a class of 20 or more by 2007. How...

Pupil-Teacher Ratio. (21 May 2008)

Brian Hayes: Let us be absolutely clear about this matter. The Government gave that commitment in 2002. It is not a new commitment by the Minister. The Government gave a firm commitment to reduce the staffing schedule from 27:1 to 24:1 in the first three years of the Government, which took office last year. It welshed on that commitment in last year's budget. The reason there are 2,000 more teachers...

Pupil-Teacher Ratio. (21 May 2008)

Brian Hayes: Last week, I published a list of 40 schools around the country that will lose a teacher from 1 September. Many of those schools have lost one or two pupils from their enrolment last September, even though they have increased their enrolment since then. As a gesture of goodwill on the Minister's part, will he consider safeguarding the 42 teachers in those 40 schools that will lose a teacher...

Schools Patronage. (21 May 2008)

Brian Hayes: Question 83: To ask the Minister for Education and Science his views on the most recent pastoral letter, Vision 08, from the Irish Catholic bishops conference; and if he will make a statement on the matter. [20087/08]

Schools Patronage. (21 May 2008)

Brian Hayes: I would not like to be up against the Leas-Cheann Comhairle in the classroom. The Minister is right. It was a welcome and positive contribution from the Catholic hierarchy, effectively putting forward a White Paper in terms of the way forward. Will the Minister not agree that the Government and his Department have failed to put forward a similar vision in terms of new patronage models? The...

Schools Patronage. (21 May 2008)

Brian Hayes: I am aware the previous Minister had suggested it but I ask Deputy O'Keeffe to reconsider this because I will not be part of a one day event when the issues involved are so serious.

Schools Patronage. (21 May 2008)

Brian Hayes: In his initial reply the Minister referred to the pilot scheme for west Dublin where two new schools will be under the patronage of County Dublin Vocational Education Committee, as the Minister is aware. I welcome that but am I correct in saying the education (patronage) Bill has yet to be published? There is no chance it will passed by this House and the other House if it has not been...

Schools Patronage. (21 May 2008)

Brian Hayes: But there is no provision for it.

Garda Vetting Procedures. (21 May 2008)

Brian Hayes: Has the Minister recognised that there is an existing loophole in the arrangements affecting untrained substitute teachers? I understand that there are 1,000 of those teachers within the system and there are no means by which they may be vetted properly. This was the subject of a report in a newspaper about three weeks ago. Has the Minister investigated that, is his Department aware of it...

Garda Vetting Procedures. (21 May 2008)

Brian Hayes: They are not covered.

Special Educational Needs. (21 May 2008)

Brian Hayes: With the change of Minister I hope we shall now see a change of attitude from the Department of Education and Science in terms of dealing with this issue and in terms of bringing to a conclusion these discussions because the pilot schools have been in existence for the past nine years. As my colleague, Deputy Reilly, and others said, the Department only engaged in this issue following the...

Capitation Grants. (21 May 2008)

Brian Hayes: New advice.

Capitation Grants. (21 May 2008)

Brian Hayes: I have been running a book since 2.30 p.m. on the number of programme for Government promises the Minister has ditched. This is the third such promise. He ditched one on class size, another on information and communications technology and now he has ditched a programme for Government commitment.

Capitation Grants. (21 May 2008)

Brian Hayes: I will remind the Minister of what the Government stated only eight months ago. It stated it would introduce a waste and water allowance based on school numbers and that charges only would become effective after the agreed allowance was exceeded.

Capitation Grants. (21 May 2008)

Brian Hayes: The Minister now has informed Members he has received legal advice that from 1 January 2010, the school will be obliged to pay the whole shebang. Talk of making it up as one goes along. Will the Minister confirm to the House that the programme for Government commitment now has been ditched?

Capitation Grants. (21 May 2008)

Brian Hayes: That is what is happening.

Capitation Grants. (21 May 2008)

Brian Hayes: I accept the Minister has changed his position.

Capitation Grants. (21 May 2008)

Brian Hayes: I accept the Minister has changed his position.

Capitation Grants. (21 May 2008)

Brian Hayes: I agree with the Minister.
