Francis Noel Duffy: I cannot imagine such a system being brought in here but it seems like a good idea for the building to be tested post occupancy and it to be ascertained whether the BER has been attained. Such a system puts it up to the builders. Currently is it all done pre-occupancy?

Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (5 Apr 2022)

Francis Noel Duffy: South Dublin County Council was quite proud to report to us that it was pulling down its buildings' operation energy when I was on the council. There was a building on Baggot Street that was famous for its energy per square metre. As architects, we were told to have a look at the rating because it was massive. It was 600 kWh or 700 kWh per sq. m. It was through the roof. The rating was...

Joint Oireachtas Committee on European Union Affairs: Russia's Invasion of Ukraine: Engagement with Ambassadors of Moldova and Romania (27 Apr 2022)

Francis Noel Duffy: I thank the ambassadors for their briefings, which have been informative so far. Like everyone else, I have been following the invasion and looking at it geographically. Palanca, which my colleagues visited, is close to the sea and not far from the southern tip of Transnistria. In the context of Transnistria, what are Mrs. Miculet's concerns if the invasion continues? Transnistria goes...

Select Committee on Jobs, Enterprise and Innovation: Sick Leave Bill 2022: Committee Stage (4 May 2022)

Francis Noel Duffy: I thank the Minister for his work on this Bill, which I am fully behind. Sick pay should be there for workers but I have been contacted by small family businesses with a number of employees, and as was mentioned by the previous Deputy, it is very difficult to meet that expense. Is there any format or way within the Bill through which they can be provided with some form of rebate?

Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (Resumed) (3 May 2022)

Francis Noel Duffy: I have another question which is for Mr. Kerrigan. It is in respect of the establishment of an Irish cross-laminated timber, CLT, plant considering the research being undertaken by Professor Annette Harte in NUIG. My understanding is we are getting towards the supply-capacity space and that it adds value to our natural home-grown product. Will Mr. Kerrigan speak to that?

Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (Resumed) (3 May 2022)

Francis Noel Duffy: I have a question for Mr. Barry. Mr. O'Connor has already answered about when we start. I know from the architectural space that we work off standards and regulations. If it is there, we have to work to and are stuck to it. On the basis of what Mr. O'Connor said, would Mr. Barry agree that 2023 would be a good place to start to have such measurement, which is the main element? Is that...
