Joint Oireachtas Committee on Education and Skills: Barriers to Education Facing Vulnerable Groups: Discussion (29 May 2018)

Lynn Ruane: As soon as the debate on the National Archives (Amendment) Bill 2017 concludes but I will only be gone for eight minutes. I will simply second the Bill and come straight back.

Joint Oireachtas Committee on Education and Skills: Barriers to Education Facing Vulnerable Groups: Discussion (29 May 2018)

Lynn Ruane: The Bill I have is being taken in the Seanad at the moment. I am going to have to leave after I pose my questions. Obviously, I will look back on the transcripts when we are writing the report. I apologise for the coming and going. I put forward this session but it is unfortunate that the legislation was put in today as well, and that will take me out for a few minutes. I apologise for...

Joint Oireachtas Committee on Health: Joint Meeting of the Joint Committee on Employment Affairs and Social Protection, Joint Committee on Education and Skills and Joint Committee on Health
Supports for People with Disabilities: Discussion (Resumed)
(29 May 2018)

Lynn Ruane: I thank the witnesses for their presentations. I will not repeat a lot of what has been said and will, instead, ask a few particular questions which have arisen for me. Mr. Moran mentioned not being seen as a voter base and being unable to organise quickly enough to protest or respond immediately when things happen. Last week, I was surprised to hear at Viviane Rath's session in UCD on...

Joint Oireachtas Committee on Social Protection: Joint Meeting of the Joint Committee on Employment Affairs and Social Protection, Joint Committee on Education and Skills and Joint Committee on Health

Seanad: Commencement Matters: Access to Higher Education (30 May 2018)

Lynn Ruane: I thank the Minister of State for her time. I acknowledge that there is a crossover between the Commencement matter and the Department of Employment Affairs and Social Protection. In 2015, lone-parent legislation impacted in a particularly harsh manner on a cohort of older lone parents, mainly women, who were placed outside the lone-parent provisions by the State and considered as simply...

Seanad: Commencement Matters: Access to Higher Education (30 May 2018)

Lynn Ruane: I thank the Minister of State for her detailed response which comprehensively covers all the supports available. Maybe when the cross-departmental committee meets it might consider the visibility of some of those lone parents because once their children have turned either 14 or 18 they no longer fit into the bracket of lone parents. The data might not exist because their title in the system...

Seanad: Order of Business (19 Jun 2018)

Lynn Ruane: I would like to add my voice to those of the two previous speakers. I would be happy to sign Fianna Fáil's motion on what is happening at the US-Mexican border, which is nothing short of evil when we see the pictures of those children being separated from their parents. I welcome last week's report that CURA, the Catholic Church's crisis pregnancy agency run by the bishops, has closed...

Seanad: Order of Business (20 Jun 2018)

Lynn Ruane: Last year I brought a Bill to the House called the Controlled Drugs and Harm Reduction Bill 2017. At the time there was a lot of commentary on it from Senators, which was fairly positive. Obviously, some Senators asked very legitimate questions and raised concerns. I have not pushed that Bill back onto the agenda because the Minister of State carried out the national drugs strategy and...

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: I move amendment No. 1:In page 5, line 5, to delete "20 school days" and substitute "10 school days". I welcome the Bill, which provides for a radical change of our education system. While I was unable to contribute to the Second Stage debate I look forward to hopefully improving the Bill on Committee Stage today. This amendment deals with the number of days for which a student must be...

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: I thank the Minister for his response. I completely accept that the 20 days sounds reasonable when we look at the other possibilities for early intervention. The disappointing thing for me is that I know these early interventions are not being utilised. Other speakers have said that principals in schools will suspend students as a last resort. I imagine that is true of most schools....

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: I accept what the Minister is saying. I agree with him that the issue should be managed at school level. I would be eager and happy to look at how I can work with the Department on the experiences of people in some of the communities. When I speak about DEIS schools, it is not to undermine the work of DEIS schools and what they do. I understand the social context in which the schools...

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: I will withdraw my amendment.

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: I move amendment No. 5:In page 9, lines 9 to 14, to delete all words from and including "by—" in line 9 down to and including line 14 and substitute the following:"by admitting the student to the school or special class concerned.". My amendment relates to the process by which a student can appeal to the board of a school if they have been denied admission due to a school being...

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: That all makes perfect sense up to a point, but there is a part I do not get. It is probably really obvious. It is almost as if there is an appeals process in respect of the waiting list and another in respect of admission. Take the case of someone who made it so far on a waiting list that he or she was next to be admitted and, at that point, was not admitted. How could someone have been...

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: I am going to withdraw it but I reserve the right to resubmit it on Report Stage because I still have some concerns about the drafting of the section. I will withdraw it at this Stage and come back on Report Stage.

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: I am speaking to my amendments, Nos. 7 and 10, am I?

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: They are all mine in this group, are they?

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: I move amendment No. 7:In page 10, line 33, to delete “and” where it secondly occurs and substitute the following:“(k) such other matters as the applicant considers relevant, and”. This amendment is to the part of the Bill which concerns an applicant - either a student or his or her parent or guardian - appealing a decision to exclude the child from a school or to...

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: I would like to speak on it. Most schools have school liaison teachers. In west Tallaght, there are two schools in Killinarden and Jobstown. Some of the parents there do not have even a second level education. Instead of being a cost to the State, it could be arranged between the schools to have somebody who can advocate for the students and help them at every stage in the appeal process....

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Lynn Ruane: I thank the Minister for his response and I welcome the fact that he will revert on amendment No. 11 on Report Stage. On amendment No. 8, which was ruled out of order, I would love to contribute to a conversation with the Minister during the drafting of the amendment before he comes back on Report Stage. I want to make available my experience in respect of the groups I am talking about. I...
