- Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government (Establishment of Town Councils Commission) Bill 2017: Discussion (13 Dec 2017)
Pat Casey: I also thank Deputy Cassells for putting forward the Bill this morning. I will start on the same point as Senator Boyhan, namely, the Putting People First document on restoring local democracy and restoring power to local councillors. Very significant spin was put on that document and it was never going to achieve its aims. It put in place the local property tax to fund local authorities....
- Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government (Establishment of Town Councils Commission) Bill 2017: Discussion (13 Dec 2017)
Pat Casey: I thank Mr. Lemass for the presentation this morning. The survey that was carried out indicated 500 councillors replied in a positive manner on the municipal districts. We are certainly not getting that vibe in any shape, manner or means. As I come from a rural area, I have never served on a town council. Before I came here I served on Wicklow County Council for two and a half years and...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government (Establishment of Town Councils Commission) Bill 2017: Discussion (13 Dec 2017)
Pat Casey: Many of the local authority HR functions are not carried out at the local authority level. There is a service level agreement arranged by some other county to do it on behalf of the counties. The same thing can apply with town councils.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government (Establishment of Town Councils Commission) Bill 2017: Discussion (13 Dec 2017)
Pat Casey: That is not the sort of housing to which I was referring. I was referring to social and affordable housing and State-led construction, not private. Bray is the second largest town in the country. It had its town council which was working perfectly well. All local authority services, including housing, were then merged with Wicklow County Council. It has lost a significant amount of...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government (Establishment of Town Councils Commission) Bill 2017: Discussion (13 Dec 2017)
Pat Casey: Bray is larger than some other counties.
- Child Homelessness: Statements (15 Dec 2017)
Pat Casey: I am acutely aware how tragic it is that as the Dáil begins its final debates before Members rise for Christmas, they must once again discuss the failure of the Government and the State with regard to child and family homelessness. I do not know what else to say at Christmas about the disgraceful lack of urgency in providing solutions to child and family homelessness. Having thought...

- Section 39 Agency Staff Reimbursements: Motion [Private Members] (17 Jan 2018)
Pat Casey: I welcome and support the motion tabled by my Fianna Fáil colleague Deputy Dara Calleary to highlight the issue of pay restoration in section 39 organisations which must happen immediately if we are to have equal pay for equal work in the public service. Wicklow Community Services and the Ardeen Cheshire Home in Shillelagh are excellent examples of organisations that provide much needed...

- Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development (Amendment) Regulations 2018: Minister of State at the Department of Housing, Planning and Local Government (23 Jan 2018)
Pat Casey: I thank the Minister of State for coming. I want to talk about part 2 of the statutory instrument. I am a little disappointed because I thought we would have worked through our vacant housing Bill. It took a more holistic approach to converting vacant properties into residential units because it dealt with planning, fire and disability certification, as well as final certification. In its...

- Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development (Amendment) Regulations 2018: Minister of State at the Department of Housing, Planning and Local Government (23 Jan 2018)
Pat Casey: On a technical issue, applicants must submit a commencement notice to the relevant local authority within two weeks. My concern is that we are dealing with existing structures. To return to the building control regulations, the guidance documents relate to new builds as opposed to the renovation of existing buildings, which are what we are discussing. Under the current process, an...
