Mary Butler: In regard to the earlier discussion with Ms Graham around what form repayments would take and the suggestion that this be done by way of increased tax credits, it is important to put on record that there are many people in Ireland who do not pay tax. For example, people aged 65 years or older do not pay tax and so a refund via tax credits would not work for them.
