Joanna Tuffy: Even if the father does not have a tradition of access, surely it should be encouraged for the sake of the child. Obviously, there are exceptions to this general rule. Should the Department’s attitude not be that it is better for everyone concerned to facilitate the other parent, even if the access arrangements have not been used previously?
