Martin Ferris: I want to concur with everything Deputy Penrose has said, although I would not say it as eloquently or legalistically as he has. What he has said was my understanding of this from the Committee Stage meeting and it is in the minutes of that meeting. There is a chance here. If the Minister accepts amendment No. 8 or No. 9, then amendment No. 31 falls. It is as simple as that.
