Seanad: Nithe i dtosach suíonna - Commencement Matters: Tax Reliefs (26 Jan 2023)

Martin Conway: I thank the Minister of State for her reply. I welcome the fact that this issue is being reviewed. However, reviews can often take a significant length of time. In this case, the review needs to be short and snappy. As an aside, if I may, when firsts happen they should be acknowledged. I am here 12 years next April and it is the first time a Minister has ever contacted me to know what...

Seanad: An tOrd Gnó - Order of Business (26 Jan 2023)

Martin Conway: I was saddened to hear today of the death of Professor Michael O'Keeffe, who was one of the country's most renowned eye surgeons. He was a pioneer in his day and recognised worldwide for his contribution to the area of eye care. What made Michael exceptional was his generosity with his time, particularly in terms of the advocacy work he did on behalf of blind and visually impaired people, not...

Seanad: Emergency Department Waiting Times and Hospital Admissions: Statements (26 Jan 2023)

Martin Conway: I welcome the Minister to the House. I appreciate how extraordinarily busy he is, so when he comes here it is noted and appreciated. The situation in emergency departments in recent months nationally has been very difficult. When we speak of it, we must take a moment to think of the people who are on trolleys: those who are very sick, and their anguish and suffering, and the worry and...

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: The committee should write to the Department-----

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: -----to seek an explanation as to its rationale for delaying it until after the national children's hospital is completed, given the number of delays.

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: Clearly, we should do so if the witnesses are not able to shine any light on the matter.

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: We should also write to the Minister to get his take on this. At the time, did the then Minister approve of the decision and was there any pushback against the Department of Public Expenditure and Reform? We need an analysis from the Minister.

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: I have a couple of quick questions. How much in total did the cyberattack cost the HSE?

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: That was obviously delayed because the €88 million had to be spent. There were 48,000 queries or issues. Most of them, thankfully, were benign, but they had to investigate 1,200. What was the cost in the investigation of those 1,200 and was any patient’s data breached? If so, were those patients informed?

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: Is it the case that there are 23 staff working full-time on dealing with these breaches of concern?

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: Sure. How much money is the HSE spending on outside resources?

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: Finally on cybersecurity, how much did the HSE spend on outside experts during the big cybersecurity attack?

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: I will just go on to the situation. I think we here are all very taken aback at the lack of progress, to say the least, regarding the commitments in the 2020 programme for Government. Clearly, it is black and white. Three years into the present Government, commitments concerning e-health in the programme for Government are not being met. This is a political issue and an issue for the HSE....

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: The HSE publishes a plan but of the plans that have been published, taking the cyberattack and Covid-19 out, none of the HSE's plans has been delivered since 2015, neither the yearly plan nor the HSE's overarching plan. There have been no deliverables in any real, tangible sense that will make a difference in creating an e-health system in this country.

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: As Deputy Shortall pointed out, there are examples of good practice but they are few and far between. Take the plan published in 2015, which involved a costing of €900 million. Does Mr. Thompson agree that 90% of that plan has not been delivered?

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: It is like reading a book with a few good chapters but the book overall may not be good. In this situation, 90% of what was envisaged in the 2015 plan has not really been delivered, which is an outrageous indictment of the entire HSE organisation. The HSE is in a situation where a plan was published, which was not destined to end up on a shelf for any particular reason, but would make a...

Joint Oireachtas Committee on Health: Electronic Health Records: Discussion (25 Jan 2023)

Martin Conway: Martin Curley stepped down. Who is acting in his role now?

Seanad: Nithe i dtosach suíonna - Commencement Matters: Tourism Industry (31 Jan 2023)

Martin Conway: As the Ministers of State must attend a vote in the Dáil, we will suspend the House.
