Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: That is feeding back statistics every month to the Department.

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: On a related issue, one of the things the Mental Health Commission pointed out is that we should really have 72 CAMHS beds but because of operational issues, that number fluctuates. When do we envisage all beds being fully operational?

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: It is interesting Dr. Burke has brought it up because I wish to finish on some questions about the Connect remote hubs. Will the HSE give us an update on the pilots, first of all? I know about Galway and Roscommon. It was said there are four in development.

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: That sounds very dynamic. I imagine it would be suitable for tailoring to many people's needs.

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: What is the cost of setting up a hub like that?

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: I am asking for setup costs rather than daily operational ones. If we were to roll that out throughout the country, what would the ICT requirements be? What is the setup or capital cost?

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: Did the services need particular ICT?

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: How many would we be looking at for every corner of the country?

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: I completely accept that. However, to be clear, given Mr. Ryan said four hubs are in development, have we a map somewhere that shows the amount we need is and how we would cover the country? It might not be required in the middle of Dublin but I am just asking whether somebody has a visualisation somewhere that shows many hubs we should have in a perfect world.

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: Yes, but how many would we like to end up with?

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: Is the funding available yet from the Department to set up nine hubs? Our guests seem to be indicating it is not. Is that because the executive is only pursuing four?

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: That makes sense. I thank Dr. Niazi and the Chair.

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: How often do they meet?

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: Let us take the Galway-Roscommon one, which seems to be up and running.

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: That is an annual budget.

Joint Committee On Health: Mental Health Commission Interim Report on CAMHS: HSE (14 Feb 2023)

Neasa Hourigan: Thus we are kind of halfway there. They would have an annual revenue requirement per hub of about €750,000. What would be the capital cost to set that up? Is it something similar?

Committee on Budgetary Oversight: Report of the Commission on Taxation and Welfare: Discussion (Resumed) (15 Feb 2023)

Neasa Hourigan: I do not like to interrupt a bit of Government bashing, but a vótáil has been called and I have to suspend the meeting for, I suspect, about 20 minutes. I apologise to the witnesses.

Committee on Budgetary Oversight: Report of the Commission on Taxation and Welfare: Discussion (Resumed) (15 Feb 2023)

Neasa Hourigan: Yes.

Committee on Budgetary Oversight: Report of the Commission on Taxation and Welfare: Discussion (Resumed) (15 Feb 2023)

Neasa Hourigan: Okay. It is also disappointing that they cite the Finnish example as if the system did not progress for a particular reason when in fact the reason the pilot was not progressed was completely political and due to a change of government. It was nothing to do with UBI itself.

Committee on Budgetary Oversight: Report of the Commission on Taxation and Welfare: Discussion (Resumed) (15 Feb 2023)

Neasa Hourigan: Yes, that is exactly right.
