Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)

Matt Carthy: I will come to Teagasc in a minute. In respect of farm incomes, there are two parts to the hemp crop. The Government has committed to an exploration of the fibre element of it. We heard very strong evidence with the representative organisations that this is a fundamental mistake because asking anybody to grow a crop and to discard, potentially, half or more of the value of the crop would...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)

Matt Carthy: Is Mr. Moloney saying that the Department of Agriculture, Food and the Marine does not have an opinion on the regulatory issues? The issue has gone as far as the European Court of Justice, which made a ruling that suggests we are wrong in this regard. The Department of Health may be appealing that. Does the Department of Agriculture, Food and the Marine not have an opinion on that? Does...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)

Matt Carthy: But the Department can give an opinion.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)

Matt Carthy: Mr. Moloney mentioned that essentially, for any processing activity it is up to the sector and the market to develop that. If we took the same view on wind energy, for example, we would not have any in the State. Going back to the premise that this could potentially be very beneficial to the environment and could be very beneficial to farmers and to local economies, does the Department not...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)

Matt Carthy: Would the Department bring forward a proposal as the Department of Agriculture, Food and the Marine?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)

Matt Carthy: I have just a couple of quick points to put to Dr. O'Mara. It has been mentioned, and I believe he has accepted, that the research done by Teagasc in this area has been limited. The obvious question is whether Teagasc plans to expand that level of research, and what will that look like?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)

Matt Carthy: That is regardless of the crop.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)

Matt Carthy: Is there a tonnage equivalent for sequestration that Dr. O'Mara could cite?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)

Matt Carthy: Dr. O'Mara is saying that, in terms of the calculations used internationally, it does not count as ongoing sequestration if the product is used in, for example, building materials.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)

Matt Carthy: That is true in the short term but if we expand production of this product and if we create a processing sector for it, thereby providing opportunities for many farmers who may be operating at a loss if they move into it, does Dr. O'Mara accept that this could potentially be a very important product for our country?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)

Matt Carthy: That is the point I was making. Should we be making that case and starting the groundwork in that regard now?

Written Answers — Department of Finance: Electric Vehicles (26 Apr 2022)

Matt Carthy: 510. To ask the Minister for Finance if his attention has been drawn to the difficulties encountered by private companies securing insurance cover for company owned electronic vehicles; if he proposes any measures to address this issue; and if he will make a statement on the matter. Vote 24 - Justice
Vote 21 - Prisons
(28 Apr 2022)

Matt Carthy: I welcome our guests. We have spoken before about direct provision and responsibility for that has moved to the Department of Children, Equality, Disability, Integration and Youth. Will Ms McPhillips comment on or explain why she believes it the case that the responsible Department has now determined so many direct provision contracts to be non-compliant? I understand these are contracts...

Vote 21 - Prisons
(28 Apr 2022)

Matt Carthy: This is in respect of contracts that the Department of Justice signed and another Department has now subsequently determined them to be non-compliant. Has the Department of Justice examined what it may have done wrong in that respect?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice
Vote 21 - Prisons
(28 Apr 2022)

Matt Carthy: The Department concluded the contracts.

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice
Vote 21 - Prisons
(28 Apr 2022)

Matt Carthy: That has now been determined by another Department to be non-compliant. Will the Department of Justice evaluate what it may have done wrong?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice
Vote 21 - Prisons
(28 Apr 2022)

Matt Carthy: The Department of Justice concluded direct provision contracts. Responsibility for direct provision has now been passed to the Department of Children, Equality, Disability, Integration and Youth. That Department has determined that €91 million of those contracts signed off by the Department of Justice were non-compliant. Who is going to be answerable in respect of those contracts?...

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice
Vote 21 - Prisons
(28 Apr 2022)

Matt Carthy: If Ms McPhillips could do that, it would be useful. I am not sure if Ms McCaffrey or Ms McPhillips could answer questions about service contracts with LMC Facilities Management, a company with offices in Dublin and Tipperary. I understand that some previous deals with that company resulted in an external investigation. Will the witnesses indicate if that investigation is ongoing?

(28 Apr 2022)

Matt Carthy: All I asked is if the external investigation ongoing.

Vote 21 - Prisons
(28 Apr 2022)

Matt Carthy: A new contract worth €5.6 million was signed in July 2020. It has since been found to be non-compliant. How did that happen?
