Gerry Horkan: I thank the Minister of State. It is clear from his opening statement of almost half an hour and responses of more than 40 minutes that he is very involved in these matters and has a great grasp of his brief. It is very unusual to have a Minister in the House without officials seated behind him feeding him general stuff. Maybe the Minister of State's staff do not know he is here.
