2019 Annual Report of the Comptroller and Auditor General - Chapter 16
National Treasury Management Agency - Financial Statements 2020 (7 Oct 2021) Colm Burke: Does Mr. Breen think we need to look at a more structured approach as regards giving support to families? Given the way it is dealt with, some cases are dragging on for quite a period of time. I asked another question. What is the timescale from the time a solicitor’s letter issues to the time of coming to a settlement?

2019 Annual Report of the Comptroller and Auditor General - Chapter 16
National Treasury Management Agency - Financial Statements 2020 (7 Oct 2021) Colm Burke: To go back to the issue raised earlier of public private partnerships, reference was made to roads. I understand a proposal is to come before Cabinet today in respect of elective hospitals. The proposal is that it would be day facilities only, which is a very short-term solution, not a long-term solution. I can only speak about this issue in the context of County Cork. In the context of...

2019 Annual Report of the Comptroller and Auditor General - Chapter 16
National Treasury Management Agency - Financial Statements 2020 (7 Oct 2021) Colm Burke: The organisation in question has delivered this in other jurisdictions. I presume the State would become full owner of the facility in 25 years. The State would pay back over 25 years. For example, Cork City Council took this route in respect of a substantial extension to City Hall in Cork back in 2003 or 2004 when I was Lord Mayor of Cork. There was a full tendering process and...

National Treasury Management Agency - Financial Statements 2020 (7 Oct 2021) Colm Burke: I thank Mr. O'Kelly.
- Public Accounts Committee: Business of Committee (Resumed) (7 Oct 2021)
Colm Burke: I agree with Deputy Sherlock. This is public money. It is important that full accountability is provided and that the funding is used appropriately. Therefore, it seems the appropriate way of dealing with the matter.
- Written Answers — Department of Finance: Revenue Commissioners (7 Oct 2021)
Colm Burke: 210. To ask the Minister for Finance when offices of the Revenue Commissioners will reopen to members of the public; and if he will make a statement on the matter. [48891/21]
- Written Answers — Department of Education and Skills: School Staff (7 Oct 2021)
Colm Burke: 234. To ask the Minister for Education and Skills the reason a newly qualified teacher (details supplied) who was offered a contract in July 2021 and who furnished all necessary documentation and commenced employment on the first day of this school year has not been paid; when this issue will be resolved and their remuneration will be received; and if she will make a statement on the matter....
- Written Answers — Department of Justice and Equality: Asylum Applications (7 Oct 2021)
Colm Burke: 347. To ask the Tánaiste and Minister for Justice and Equality the current position in respect of the offices which were acquired by her Department in Cork city and county over two years ago to facilitate asylum applications; the reason the facility has not opened; when the premises are likely to be brought into use; and if she will make a statement on the matter. - Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)
Colm Burke: I thank the Minister very much for his presentation. I also thank him and his Department for all the work they have done over the past 20 months in dealing with the Covid pandemic. I will return to a number of issues he touched on. The first is the resignations. There is a view that Ms Laura Magahy and Professor Tom Keane, although less so in respect of Professor Geraldine McCarthy who...
- Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)
Colm Burke: They resigned so they obviously felt that progress was not being made, or would not be made, on the further steps that needed to be taken to implement Sláintecare. They did leave so they obviously felt frustrated. The Minister needs to clarify whether he was aware of that frustration and whether any action was taken to deal with that issue.
- Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)
Colm Burke: I want to go back to the previous point. The Minister may not have been aware of the frustration felt by Professor Keane and Ms Magahy but were officials in his Department aware of it? This situation did not happen overnight. It was obviously an ongoing issue and Professor Keane and Ms Magahy came to the conclusion there was no point in staying on.
- Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)
Colm Burke: The Minister has not clarified whether they raised their concerns with people in the Department.
- Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)
Colm Burke: I want to move on to the issues relating to the proposals for the three elective hospitals in Cork, Galway and Dublin. It appears to me that what is proposed is very much watered down from the original. In the case of Cork, in particular, the existing hospital is an old building, originally built in 1751, with very little capacity to extend or renovate it. Now there is talk of its being a...
- Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)
Colm Burke: The proposal regarding elective hospitals has been watered down. Is that the right way to go when we have a huge increase in population in the Cork-Kerry region and there has been no increase in hospital beds in real terms? The talk now is only of a day care facility. How can that be justified?
- Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)
Colm Burke: Will the Minister bring the memorandum to Government this week, next week, next month or next year? We need clarification on the timeframe because a site has not even been identified for the hospital in Cork.
- Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)
Colm Burke: The Minister may not be aware of the situation with the current facilities in Cork. One of the hospitals has a 25-bed unit that is not suitable for modern medicine. Is the Minister saying this should continues for the next 20 years?
- Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)
Colm Burke: I have a question regarding the National Treatment Purchase Fund, NTPF. There is a major concern that patients are being referred out for assessment, after which they are referred for another period of time to another list. The proposal is that when people are referred under the NTPF, it should be not only for assessment but that whatever procedure is required should also be carried out....
- Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)
Colm Burke: At the moment, however, it is a two-scale process that is not making any progress.
