Peter Burke: The functions and oversight of the board are clearly set out in section 45. The board has no role in cases or making a determination on specific licence applications. The board cannot because it would defeat the purpose of having a clear corporate governance structure to hold an entity to account.

MARA will be a major reform of the maritime area in terms of how it does its business, as I mentioned. It is a significant, good and transparent news story.
