- Farm Retirement Scheme. (4 Oct 2005)
Paudge Connolly: I thank the Minister for her reply. I note she said that she has not yet taken a decision on the future of the scheme. I also note she was quoted as saying she was putting forward the idea that the scheme had run its course and that she would listen to what people have to say about this. I hope that was not a case of her stirring the pot and that she will listen to what farmers have to say...
- Farm Retirement Scheme. (4 Oct 2005)
Paudge Connolly: I take it from what the Minister said that she will examine revamping the scheme. The fact that it has not been revamped is the reason farmers are not taking up the scheme. It is important for agriculture in the next five to ten years that we review this scheme. It provides a method of encouraging young farmers to remain in farming.
- Written Answers — Inland Waterways: Inland Waterways (4 Oct 2005)
Paudge Connolly: Question 383: To ask the Minister for Community, Rural and Gaeltacht Affairs his plans to reallocate funds from the â¬12 million returned unused by Waterways Ireland to the development of the Ulster Canal link between Clones and the Shannon-Erne Waterway particularly in view of its importance for the BMW region and the improved situation in the peace process; and if he will make a statement...
- Social Welfare Consolidation Bill 2005: Second Stage (Resumed). (5 Oct 2005)
Paudge Connolly: I too welcome this Bill. It is the first consolidation Bill in the area of social welfare since 1993 and collates the various Acts which have amended the 1993 Bill in the interim. The officials and framers of the Bill are to be complimented on bringing together in excess of 60 various social welfare enactments. Social services are for all of us and at any one time, more than 250,000 people...
- Report of Comptroller and Auditor General: Motion (Resumed). (5 Oct 2005)
Paudge Connolly: The Comptroller and Auditor General's report comes around with groundhog day inevitability, an annual litany of sheer incompetence and bungling. The theme song for this annual report should be the traditional tune of Quare Bungle Rye. Year after year, we return to the glaring waste and mismanagement of millions of euro in taxpayers' money. I have no doubt that similar situations will arise in...

- Requests to move Adjournment of Dáil under Standing Order 31. (6 Oct 2005)
Paudge Connolly: I propose the adjournment of Dáil Ãireann under Standing Order 31 to discuss the following matter of urgent public concern, namely the proposal to create four regional hospital networks just months after the creation of ten smaller networks, with the consequent impact on hospitals, the irrational and unrealistic geographic spread of the proposed networks and the creation of monolithic...
- Irish Ferries: Motion. (11 Oct 2005)
Paudge Connolly: The dispute at Irish Ferries has the potential to blow the 18 year old social partnership process sky high. This is the partnership that brought us the Celtic tiger. Irish Ferries management seems determined to embark on a course of naked and gross exploitation of vulnerable, mainly eastern European employees. The company's plan to make 540 of its workers redundant and replace them with cheap...
- Employment Permits Bill 2005: Second Stage. (12 Oct 2005)
Paudge Connolly: I welcome the opportunity to speak on the Employment Permits Bill 2005, long-promised legislation which has been in gestation for approximately two years. It is welcome notwithstanding this delay. The Bill sets out a comprehensive and clear process for the application, granting and refusal of work permits and will thus serve to streamline the recruitment procedures for migrant workers and...
- Employment Permits Bill 2005: Second Stage (Resumed). (12 Oct 2005)
Paudge Connolly: Before lunch I was referring to the need for legislative change in this area, which would be welcome. The legislation will lead to a great improvement in working conditions for a number of people. However, the sad fact is that we are now doing what happened to Irish people for a number of years. There are a small number of unscrupulous employers who should be exposed for what they are doing....
- Requests to move Adjournment of Dáil under Standing Order 1. (13 Oct 2005)
Paudge Connolly: I seek the adjournment of the Dáil under Standing Order 31 to discuss the following matter of urgent public and national concern, namely, that Ireland is 11th in Europe for kidney transplantation and 29th in Europe for living transplantation, that only two of 93 kidney transplants so far this year were living transplants, that 405 people are on a waiting list and 1,313 are in hospital or on...
- Hospital Services. (18 Oct 2005)
Paudge Connolly: Question 94: To ask the Tánaiste and Minister for Health and Children if she has noted the unanimous call by the seven consultant surgeons at Monaghan and Cavan general hospitals three weeks ago for restoration of acute emergency surgical services at Monaghan General Hospital; if she will prevail on the Health Service Executive north-east region to accede to their call by restoring Monaghan...
- Hospital Services. (18 Oct 2005)
Paudge Connolly: I am sure the Tánaiste will agree that if we had taken on board the letter written by the consultants, we would not have had to endure the events of last Friday, which was a very sad day for the family of the late Mr. Patrick Walsh, who was admitted to Monaghan General Hospital on Thursday at 6 p.m. and died at 7 a.m. the following morning. We should not forget the other 16 deaths which have...
- Hospital Services. (18 Oct 2005)
Paudge Connolly: The consultants' letter constitutes a serious admission on their part that all is not well. The system is not working, it is unsafe, dangerous and costing lives. I am sure the Tánaiste will take into consideration the view of those charged with delivering this service that it is not safe. The nation is shocked that the health service is in such a state that a person can be admitted to...
- Hospital Services. (18 Oct 2005)
Paudge Connolly: Does the Tánaiste agree that the consultant surgeons wrote to the Health Service Executive because they had concerns about patient safety and because the steering group's report was not working? The people on the steering group had their hands tied. The consultant surgeons were asked to implement a configuration of services that was presented to them by the then chief executive officer. As...
- Hospital Services. (18 Oct 2005)
Paudge Connolly: The consultants signed the letter to which I referred because they are concerned about patient safety. They are concerned when they hear about 40 patients being placed on trolleys at Cavan General Hospital. They are concerned about not being able to cope. That is why the letter was sent to the HSE. The Tánaiste cannot allow the problems to which I have referred to continue.
