- Joint Oireachtas Committee on Justice, Defence and Equality: Priorities for Garda Inspectorate: Discussion (19 Oct 2016)
Jack Chambers: The effectiveness and efficiency of policing are covered in the legislation. The Policing Authority is actively involved in the creation of the policing plan. This is linked with policing and how it is planned. Therefore, there is a link.
- Joint Oireachtas Committee on Justice, Defence and Equality: Priorities for Garda Inspectorate: Discussion (19 Oct 2016)
Jack Chambers: Reference was made to intrusive supervision of the PULSE system. What would Mr. Toland like to see changed in that regard? Reference was made to sergeants having a role. With regard to other organisations or structures, who would Mr. Toland like to see intrusively supervise it?
- Joint Oireachtas Committee on Justice, Defence and Equality: Priorities for Garda Inspectorate: Discussion (19 Oct 2016)
Jack Chambers: Mr. Toland has said he was told last year that measures had been implemented but that when he checked, the benefits had not been realised. Ms Fisher said there had been some traction in implementation but that the inspectorate would obviously like more. Has further progress been made? There was a negative outlook last year. Has there been an improvement this year?

- Questions on Proposed Legislation (26 Oct 2016)
Jack Chambers: My questions relates to the establishment of hospital trusts and whether it remains the intention of Government to put them on a statutory basis. The programme for Government includes references to efficient, transparent health services but the governance and the recruitment processes of senior hospital management within the trusts has been anything but over the last number of months. Many...
- Joint Oireachtas Committee on Justice, Defence and Equality: Recognition of Traveller Ethnicity: Discussion (26 Oct 2016)
Jack Chambers: I thank Mr. Bernard Joyce, Ms Maria Joyce and Ms Jacinta Brack for their presentation. They have presented raw facts which are truly shocking and show how the core pillars of the State in education, health care and housing have really undermined and forgotten a community and group in Irish society. As my colleague Deputy O'Callaghan has said, when one looks at infant mortality rates,...

- Joint Oireachtas Committee on Justice, Defence and Equality: Recognition of Traveller Ethnicity: Discussion (26 Oct 2016)
Jack Chambers: I thank the witnesses for their statements. Has the commission had any direct engagement with the Ministers or Department officials about this? This seems to be a problem. There are several political channels, this committee is one, the Dáil is another. If they have had a meeting what did the officials or the Ministers say?

Jack Chambers: Have there been any discussions about this at departmental level?
- Questions on Proposed Legislation (27 Oct 2016)
Jack Chambers: On a point of order, we should not allow Deputies like Deputy Mary Lou McDonald to dominate questions on proposed legislation when there are many Deputies who want to speak. Additional time should be allocated if Deputies seek to undermine the procedures of the House.

Jack Chambers: I will start. Fianna Fáil supports the Bill and I am delighted to speak on it. I thank the Minister for progressing it. It shows leadership and a process of change which is important in the context of many of the provisions in the Bill. However, there is scope on Committee Stage to strengthen certain parts of the Bill. I am sure the Minister is open minded about amendments that will...
