Joanna Tuffy: Amendment No. 36.
- Seanad: Maternity Protection (Amendment) Bill 2003: Committee Stage. (2 Dec 2003)
Joanna Tuffy: Why leave it in? As we said, it has a somewhat negative tone; it is as if it is saying the opposite. Why bother leaving it in?
- Seanad: Maternity Protection (Amendment) Bill 2003: Committee Stage. (2 Dec 2003)
Joanna Tuffy: Even if it is not provided for in legislation, employers should try to make arrangements within their businesses. Senator Terry raised an interesting point. Leinster House is not great for providing for families.
- Seanad: Maternity Protection (Amendment) Bill 2003: Committee Stage. (2 Dec 2003)
Joanna Tuffy: It is not a man's club either as it is not family friendly for fathers. I do not have children but I know that it will not be easy for me when I do. It would be similar if I was a male parliamentarian and the same is true for staff of the Houses. Facilities are not provided to promote this area. The lifestyle people must live here involves them working very late hours. The Oireachtas is not...
- Seanad: Maternity Protection (Amendment) Bill 2003: Committee Stage. (2 Dec 2003)
Joanna Tuffy: Most people would not believe that if we told them. They would presume we have that facility. We talk about such matters, but we are way behind in terms of implementation. Amendment, by leave, withdrawn.
- Seanad: Maternity Protection (Amendment) Bill 2003: Committee Stage. (2 Dec 2003)
Joanna Tuffy: I move amendment No. 39: In page 10, lines 36 to 37 to delete "to whom subsection (1) applies" and substitute "who has informed her employer under subsection (1) that she is breastfeeding her child". The purpose of this amendment is to remove ambiguity in the section as it is currently worded.
- Seanad: Maternity Protection (Amendment) Bill 2003: Committee Stage. (2 Dec 2003)
Joanna Tuffy: I am not sure, but I think my party's amendment has the same intention as the Government's amendment. Will the amendments have the same effect?
- Seanad: Maternity Protection (Amendment) Bill 2003: Committee Stage. (2 Dec 2003)
Joanna Tuffy: Can the Minister of State explain the consequential amendments? Many of them are similar to the amendments that have already been put down about maternity leave.
- Seanad: Maternity Protection (Amendment) Bill 2003: Committee Stage. (2 Dec 2003)
Joanna Tuffy: I thank the Minister of State and welcome the Bill. It is an important progression of rights in this area, although more needs to be done. I agree with Senator White's comments, but this issue is important to men too.
- Seanad: Maternity Protection (Amendment) Bill 2003: Committee Stage. (2 Dec 2003)
Joanna Tuffy: I am here in my capacity as justice spokesperson, but I am interested in the issue as a woman and as a person. I would like us to develop longer maternity leave but we also need to examine other European countries where there is paternity leave. This would mean the leave could be interchangeable between parents, which would be helpful to many Oireachtas and local authority members. In this...
- Seanad: Adjournment Matters. - Traveller Accommodation. (2 Dec 2003)
Joanna Tuffy: I wish to know whether the Department of the Environment, Heritage and Local Government has monitored the progress of South Dublin County Council, of which I was previously a member, in terms of the delivery of its Traveller accommodation programme. There does not seem to have been much progress in respect of this programme, which was adopted almost five years ago and which is due for...
- Seanad: Tribunals of Inquiry (Evidence) (Amendment) Bill 2003: Second Stage. (9 Dec 2003)
Joanna Tuffy: I welcome this Billand my Labour Party colleagues and I will facilitate its quick passage. We are not proposing amendments. It is very important that the Government and the Oireachtas give wholehearted support to the work of the tribunals and in particular to the tribunal which this legislation affects. Hopefully, the legislation will help in that work. It is important too that the Government...
- Seanad: Tribunals of Inquiry (Evidence) (Amendment) Bill 2003: Second Stage. (9 Dec 2003)
Joanna Tuffy: The public perception is that there is still corruption in politics and the tribunals have an important role in establishing what went wrong and what needs to be done to ensure politics is above board and to restore public faith. The public image of politics has been damaged especially by the revelations from the tribunals and it will be damaged further if the tribunals do not complete their...
- Seanad: Tribunals of Inquiry (Evidence) (Amendment) Bill, 2003: Committee and Remaining Stages. (9 Dec 2003)
Joanna Tuffy: I support Senator Terry and Senator Dardis and I ask the Minister to consider the amendments again. Senator Terry's amendment No. 2 may be correct with regard to punctuation.
- Seanad: Independent Monitoring Commission Bill 2003: Second Stage. (9 Dec 2003)
Joanna Tuffy: I welcome the legislation which the Labour Party supports. We will facilitate its quick passage through the Seanad and Dáil by not tabling amendments. Northern Ireland is not my area of expertise but, on reading through the legislation, I can see it is part of the bigger picture in the implementation of the Good Friday Agreement and the adherence to democratic means over violence for...

Joanna Tuffy: I note the text I submitted was substantially cut.
- Seanad: Adjournment Matter. - Schools Refurbishment. (9 Dec 2003)
Joanna Tuffy: I had planned to read the whole text because it sets out the background to my request.
- Seanad: Adjournment Matter. - Schools Refurbishment. (9 Dec 2003)
Joanna Tuffy: I ask the Minister for Education and Science to provide the House with an update regarding the urgent need for a sports hall for Palmerstown community school and the community of Palmerstown. This sports hall was scheduled by the Department of Education and Science to be built by 2001 as part of an initiative involving the Department of Social and Family Affairs, the Department of the...
- Seanad: Maternity Protection (Amendment) Bill 2003: Report and Final Stages. (11 Dec 2003)
Joanna Tuffy: I move amendment No. 1: In page 6, to delete lines 18 to 25.
- Seanad: Maternity Protection (Amendment) Bill 2003: Report and Final Stages. (11 Dec 2003)
Joanna Tuffy: Senator Cox has expressed matters as well as anyone could. The amendment was proposed because the Minister of State, during the debate on Committee Stage, undertook to examine the matter again. I hope the matter can be reviewed before the Bill goes to the Dáil. If not, Senator Cox's suggestion that the matter be raised at European level is the right approach.
