Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: No.

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: Thank you, Sir, for your protection. A festival lasting one to two weeks would happen in Roscommon town possibly once a year during August. An order must be obtained from the courts. Perhaps the courts differ elsewhere but in my area the judge is very strict and will lay down strict regulations regarding days and opening hours. Events must be arranged in a certain way. I am delighted the...

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: Perhaps the Minister will elaborate on this section. I believe it is unworkable. If legislation is introduced that is unenforceable, it brings the law into disrepute. I am not familiar with British law but I recall bringing my niece to a pub in Britain when we were there on holidays. We were ordered out and I thought it was because we were Irish.

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: I was not. I did not take a drink until I was 22 years of age.

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: The Minister has been reasonable on other issues. He received the submission from the Irish Hotels Federation and saw its graphic statement. The anti-family accusation was a little unfair, to say the least. The Minister is not anti-family but pro-family, so much so that he has included this section in the Bill. How will the provision work? I have seen how the system works in rural areas. The...

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: The Cathaoirleach probably cannot come down here while I take the Chair. We will have to do a bit of work on that.

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: My apologies. Under no circumstances do I wish to take the Chair. The Cathaoirleach is doing an excellent job.

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: I will but the Cathaoirleach is being provocative, if he does not mind my saying so. He is encouraging me to debate with the Chair.

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: I do not understand the reason this section is included in the Bill. It is not necessary, particularly in rural areas and for premises where food is served. We should also bear in mind the problem of holidaymakers visiting a premises and being asked to leave at a certain time. I ask the Minister to reflect on this over the weekend. He should come down the country and see how it works. He...

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: Excellent.

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: Bring out pints to the children?

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: I seek clarification. The Minister said this would not affect weddings. Will a function room in a hotel, where there are two bars, be covered in barring young people after 9 p.m.? For example, in a hotel in Roscommon, from where I come, there is a fine function room. If a wedding is held there and a bar is operating after 9 p.m., it seems unreasonable that children will have to leave because...

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: I commend the Minister on including this provision as this was becoming a mini-racket. People were being intimidated while publicans were getting letters and had to defend themselves. I have met many quality publicans who ran great premises and were reasonable to all sections of the community. However, they would not be reasonable to those who entered the premises in an intoxicated state,...

Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)

Terry Leyden: Has the Minister considered the situation whereby people pay a lump sum for a night of drinking? Is provision for such activity included in the Bill? Is it similar to the so-called "happy hour", which is very dangerous?

Seanad: Order of Business. (26 Jun 2003)

Terry Leyden: I wish the Minister for Foreign Affairs, Deputy Cowen, every success on his peace mission to Palestine. As Members will be aware, he is meeting Yasser Arafat and the Prime Minister, Mahmoud Abbas. The Minister, on foot of the experience he gained during the negotiations on Northern Ireland, is doing his utmost to bring about peace in that region. He is a courageous Minister visiting a...

Seanad: Order of Business. (26 Jun 2003)

Terry Leyden: I know all about—

Seanad: Order of Business. (26 Jun 2003)

Terry Leyden: Our Minister has been negotiating for a long time. He is the most experienced Minister for Agriculture in Europe. He has concluded a very important deal. I would like to see the details being brought before the House before the summer recess, but I will not allow anybody to condemn a deal when they are not aware of the details of it. I am entitled to commend the Minister because I trust and...

Seanad: Order of Business. (26 Jun 2003)

Terry Leyden: I know the Minister and I know what he said. I heard him on "Morning Ireland" and he knew what he was talking about. However, the leader of the IFA was not briefed on the issue.

Seanad: Order of Business. (26 Jun 2003)

Terry Leyden: I would not trust Fine Gael's crowd in there at present.
