Bernard Durkan: There is another issue there. I had this discussion 40 years ago in the House. It relates to where "may" and "shall" are in conflict. In the case of "may" the person with the authority had direction to do or not to do whatever is proposed or not proposed. If the Bill states "shall" then there is no discretion. It shall happen on every occasion. That is the difference.
