Billy Kelleher: We have been led to believe that it is all becoming one, that the trinity is being merged. In order to send out a strong signal, we must ensure that those who hold office, engaged or employed by the HSE or otherwise, operate in a system that allows them not to be advisers but consultants. They may be advisers but in a broader context they may offer consultancy from outside of the State.

Billy Kelleher: I can get clarity on that in the next few minutes, but the point being made is that the Irish Medicines Board will not be obliged by this legislation to exempt the drugs from interchangeability. That is the key issue.
