Eoin Ó Broin: Just so we are clear, this means we will not be in a position to potentially amend the Government's substitute consent text, which is really a standalone piece of legislation. Other than us giving an opinion on it while on Second Stage, Members of the Dáil will have no ability to seek to amend any of that because of the way this is being set up. Is that correct?

Eoin Ó Broin: The issue is that effectively no member of this committee or Member of the Dáil will be able to seek to amend the substitute consent portions of the Bill because that would only be approved on Committee Stage on Wednesday and will then go straight on to Report Stage.
