Thomas Pringle: Going back to this hypothetical situation again, the council is licensing a veterinarian and a third party in respect of which it has no role, employs the veterinarian and then decides to get rid of him and open up somewhere else, so it has to employ another veterinarian. Who oversees the conditions under which that veterinarian is employed? Does the council do so? They have pursued a practice.
