Brian Stanley: And the Department.

Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (26 Sep 2018)

Brian Stanley: I wish to know the situation. We give grants in respect of farm buildings, and an increasing number of farmers want to get involved and have another income stream. Many also now wish to play their part in reducing greenhouse gas emissions. They are users of power. If they could erect solar panels on some of their farm buildings, it would help.

Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (26 Sep 2018)

Brian Stanley: What is that grant scheme?

Saincheisteanna Tráthúla - Topical Issue Debate: Suicide Prevention (27 Sep 2018)

Brian Stanley: I welcome the opportunity to address this matter with the Minister of State. I acknowledge he is concerned about suicide and self-harm. He takes a personal interest in these matters. They are all too common across the State. Statistics show that, last year alone, there was an average of one suicide per day in the State. This means one life too many was lost per day. Save Our Sons and...

Saincheisteanna Tráthúla - Topical Issue Debate: Suicide Prevention (27 Sep 2018)

Brian Stanley: I thank Minister of State for his response. There is a positive note in it. My information is that the national organisation applied for funding. From what the Minister of State outlined, I believe the local branches need to apply through the HSE locally for lottery funding. Section 38 and section 39 applications might be difficult because they tend to relate to the bigger organisations...

Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly (Resumed): Professor Peter Stott (2 Oct 2018)

Brian Stanley: I thank Professor Stott for coming before the committee. His contribution - in plain straightforward language - was very useful. Let us assume we have moved beyond denial. The evidence across the globe stacks up - it is undeniable that there is climate change. The vast majority of people accept that. The danger of rising sea levels to infrastructure is an issue that bothered Ireland...

Joint Oireachtas Committee on Communications, Climate Action and Environment: Estimates for Public Services 2018: Vote 29 - Department of Communications, Climate Action and Environment (2 Oct 2018)

Brian Stanley: I have a few questions for the Minister. I will try to cover them as concisely as possible. By the end of June, €3.941 million had been spent under subhead A3. The total Estimate was just over €19 million. What proportion of that has been spent on the national broadband plan? Why has there been such a large underspend in that regard? That is one question. The Minister's...

Joint Oireachtas Committee on Communications, Climate Action and Environment: Estimates for Public Services 2018: Vote 29 - Department of Communications, Climate Action and Environment (2 Oct 2018)

Brian Stanley: I would like the Minister to clarify something. He said there was €275 million in the six-year capital plan. There is a €500 million loan from the European Investment Bank, EIB, and €75 million from the European Investment Fund, EIF. This all comes to €0.85 billion. What period of time does this cover? He said the figure of €275 million was for six...

Joint Oireachtas Committee on Communications, Climate Action and Environment: Estimates for Public Services 2018: Vote 29 - Department of Communications, Climate Action and Environment (2 Oct 2018)

Joint Oireachtas Committee on Communications, Climate Action and Environment: Estimates for Public Services 2018: Vote 29 - Department of Communications, Climate Action and Environment (2 Oct 2018)

Brian Stanley: The big issue in broadcasting is the €40 million not being collected in licence fees. The committee spent a long time putting a report together. I would have differed in terms of what was recommended at the end of it, which was basically that the State would use Revenue to collect it. I put forward a proposal on behalf of my party that there would be registration, both at purchase...

Brian Stanley: What period was that until?

Joint Oireachtas Committee on Communications, Climate Action and Environment: Estimates for Public Services 2018: Vote 29 - Department of Communications, Climate Action and Environment (2 Oct 2018)

Brian Stanley: It was the first six months.

Joint Oireachtas Committee on Communications, Climate Action and Environment: Estimates for Public Services 2018: Vote 29 - Department of Communications, Climate Action and Environment (2 Oct 2018)

Brian Stanley: That will still fall €10 million short if it is replicated in the second half of the year, because €90 million and €90 million is only €180 million.

Joint Oireachtas Committee on Communications, Climate Action and Environment: Estimates for Public Services 2018: Vote 29 - Department of Communications, Climate Action and Environment (2 Oct 2018)

Brian Stanley: The specific question referred to what is being done to try to gather up this €40 million. We are well over a year on. Other countries have achieved far higher rates of collection. The Minister knows I do not want it increased but we do need it to be collected.
