Brendan Ryan: Sometimes when one has an appeals system, be it for medical cards or whatever, the appeal decides whether the original decision was correct in terms of the guidelines and the law and not whether there ought to have been some discretion. That is what is being asked about in terms of the Minister's happiness or otherwise with the discretion.

Committee on Education and Social Protection: Select Sub-Committee on Education and Skills: Estimates for Public Services 2014
Vote 26 - Education and Skills (Supplementary)
(10 Dec 2014)

Brendan Ryan: Looking strictly at subhead D3, there is an underspend of €40 million on schools that people in communities are actually waiting for. If I were managing this operation, I would be saying someone was slacking and we need to find out why these moneys were not spent. There are schools in every member’s community waiting for schools building projects. However, it turns out to be...

Water Services Bill 2014: Report and Final Stages (17 Dec 2014)

Brendan Ryan: Do I have the same latitude as others to diverge from it? Concerns have been expressed by people on the possible privatisation of Irish Water. I have had concerns and people I have met out and about and at my clinics have expressed concerns. My party colleagues have expressed concerns. We have sought to have those concerns addressed. One way of addressing those concerns - perhaps the...

Joint Oireachtas Committee on Education and Social Protection: Jobless Households: NESC, ICTU and INOU (14 Jan 2015)

Brendan Ryan: I apologise for my late arrival. Dr. Johnston noted that people need to retain some benefits when they return to work. People returning to work can avail of the back to work family dividend and may also retain their medical card for three years. The forthcoming introduction of the housing assistance payment, HAP, will also be critical in allowing people to stay in their homes when they...

Topical Issue Debate: Nursing Homes Support Scheme (21 Jan 2015)

Brendan Ryan: I thank the Minister of State for coming into the House to take this debate. The fair deal scheme was introduced on the basis of the core principle that long-term care should be affordable and that a person should receive the same level of support, whether he or she chooses a public, voluntary or private nursing home. The scheme was envisaged as enabling people in need of long-term...

Topical Issue Debate: Nursing Homes Support Scheme (21 Jan 2015)

Brendan Ryan: I thank the Minister of State for her comprehensive response which demonstrates the control she has of this brief. I agree fully that making the fair deal scheme demand-led would provide an incentive to provide a further supply of long-term beds to meet the additional capacity required. We know that there is the demand, but like the housing market, part of the problem is supply. The...

Joint Oireachtas Committee on Education and Social Protection: Report on Intreo: Discussion (28 Jan 2015)

Brendan Ryan: I congratulate the INOU on the very important work it has done. If I were employed within the Department of Social Protection, I would be examining it closely and trying to use it in some way. The sample used was quite small and I suppose Intreo is relatively new. Does the INOU intend to carry out further work in this area or will the survey stand alone? I congratulate Mr. Stewart on his...
