Brendan Ryan: With regard to the number of teachers retiring, 2,200 retirements were forecast but 2,650 occurred. How did the Department plan this and how did it get the figures wrong? How did the overrun occur? Was it open-ended - a matter of anticipation - or an incorrect forecast? Is it as simple as that?
